Position Overview We are seeking a highly experienced
HR Specialist (Accountability)
to provide comprehensive audit support to the Federal Retirement Thrift Investment Board's Office of Resource Management (ORM). This role focuses on reviewing and assessing approximately 57 federal hiring actions from FY2023-FY2024, ensuring compliance with applicable laws, regulations, and agency policies, while upholding merit system principles. The specialist will lead audit planning, documentation review, findings reporting, and post-audit support, working closely with ORM leadership to strengthen internal accountability systems and prepare for OPM or agency-led reviews. Key Responsibilities Audit Planning & Orientation
Conduct kickoff meetings with ORM staff to define objectives, set expectations, and establish communication protocols. Facilitate an audit readiness self-assessment of ORM's documentation, controls, and staffing procedures. Provide ORM staff orientation on best practices for interacting with auditors. Audit Execution
Define the scope of the audit and develop tailored document request lists. Review hiring action documentation for compliance with
Delegated Examining (5 CFR 332) ,
Merit Promotion (5 CFR 335) ,
Direct-Hire Authority (5 CFR 337) , and
Excepted Service
hiring. Assess adherence to veterans' preference, competitive examining procedures, and internal accountability standards. Findings & Recommendations
Prepare detailed audit sheets for each case reviewed. Draft narrative summaries for cases with significant deficiencies, outlining issues, impacts, and recommended corrective actions. Produce a consolidated summary report highlighting trends, systemic issues, and actionable recommendations. Post-Audit Engagement
Present findings to ORM leadership through formal briefings. Support ORM in implementing corrective actions and tracking compliance improvements.
Required Qualifications
Experience:
Minimum of 5 years leading internal accountability or compliance audits in a federal HR office. Leadership:
Proven record as primary lead/program manager for planning, executing, and reporting audits or OPM-style reviews. Regulatory Expertise:
In-depth knowledge of OPM Delegated Examining Operations Handbook, 5 CFR 330/332/335/337, merit system principles, and prohibited personnel practices. Technical Skills:
Ability to interpret and apply federal staffing regulations in audit contexts. Reporting Skills:
Demonstrated ability to prepare formal reports, executive summaries, and dashboards. Clearance:
Eligible for a Public Trust background investigation; ability to meet USA Staffing system access requirements.
