General Statement of Duties
Forsyth County's Tax Administration Department has an opening for a GIS Specialist. An employee in this position is responsible for maintaining and improving utilization of the software applications and hardware for the user community supported by GIS, as well as maintaining data integrity and assisting in the management of the GIS layers databases administered by those users. Work requires considerable knowledge of the GIS system as well as the instruction of staff in the proper procedures and practices for utilizing the GIS system. Work is performed under general supervision and is evaluated by the integrity and effectiveness of the GIS system and the review of task quality and progress. Distinguishing Features
A successful candidate should have the following knowledge, skills and abilities:
Considerable knowledge of the editing, analysis, and output capabilities of GIS application software.
Considerable knowledge of standard practices, materials, and equipment's used in survey drafting, and land database management.
Working knowledge of state statutes, terminology, methods, and forms used in processing records of land transfers and titles.
Working knowledge of computer software procedures, computer terminology, and computer hardware functions.
Considerable skill in the use of GIS application software.
Ability to research issues, recognize spatial relativity, properly interpret data, and achieve appropriate results.
Ability to train employees in the operation of GIS application software.
Proficient operating GIS software and platforms, particularly ArcGIS Pro and ArcGIS Online.
Ability to update and troubleshoot online spatial data tools for non-GIS users.
Knowledge of the fundamentals of Global Positioning System (GPS) and ability to operate GPS
equipment for data collection.
Ability to import and export data from various systems for use by county and city departments, community organizations and the public.
Ability to deal tactfully and courteously with the public; and to explain laws, policies, and procedures.
Ability to maintain effective working relationships with other employees. Minimum Education and Experience Bachelor's degree in GIS, geography, engineering, planning, or other related field and 2 years of experience in GIS.
Tax requires successful completion of IAAO Course 101 and 600, supplemented by course work and seminars regarding the use of products by ESRI or other comparable GIS organizations.
NCPMA Senior Mapper certification preferred.
An equivalent combination of education and experience may be considered for minimum qualification requirements.
Essential Duties and Responsibilities
Essential duties and responsibilities include but are not limited to:
Maintains and assists in the management of the GIS (Geographic Information System).
Analyzes needs and implements processes to integrate GIS capabilities with third party systems and other office tasks.
Performs complex special projects.
Develops methods to increase efficiency and automation of output.
Provides information regarding GIS data to property owners, attorneys, surveyors, realtors, the general public, and coworkers.
Assist with dashboarding, online application creation, and process automation as needed.
Supports quality assurance and quality control procedures by creating workflows and standards.
Trains and advises staff on usage and operation of GIS software and Tax Assessment system.
Assists in review of staff edits to GIS layers, to maintain adherence to procedures and data integrity.
