Environmental Engineer Senior

The Virginia Department of Health (VDH), Office of Drinking Water is seeking an Environmental Engineer Senior to join the Abingdon, VA Office Team! This is an exciting opportunity to join and work along side passionate public health professionals dedicated to ensuring Virginians has access to safe and reliable drinking water. Critical duties include: A. Performance Management (for employees who supervise others) Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues, in conjunction with program management and Human Resource staff Ensures relevant training and workplace safety for staff Conducts required performance monitoring and appraisals, establishes clear performance expectations, addresses deficiencies in a timely manner, and documents underperformance in accordance with state guidelines Supports employee growth through regular feedback, coaching, and professional development opportunities B. Program Management Directs and oversees implementation of the delegated direct service field operations of the Office of Drinking Water (ODW); applies knowledge of ODW programs, policies and state and federal regulations Ensures supervised programs comply with EPA and VDH requirements Assures adequacy and accuracy of engineering evaluations Manages the sanitary survey and technical assistance programs; performs surveys and identifies infrastructure needs within assigned area; identifies systems problem and develops solutions Prepares violation notices for waterworks when prescribed quality standards have been exceeded or when required operations, treatment techniques, maintenance, submission of reports, or monitoring standards have not been met; maintains data systems to track compliance of all waterworks in assigned area Communicates with public officials, consulting engineers, contractors, and waterworks owners on day-to-day program related activities, and to promote the services and objectives of ODW. C. Project Review Reviews and approves technical documents pertaining to loan and grant projects; provides necessary technical assistance and guidance in their preparation Supports programs as needed to further advance the public health mission D. Project Management & Evaluations Performs on-site inspections and evaluations assessing adequacy of construction, quality assurance, and completeness of contract documentation; ensures compliance with approved plans and specifications and with program/state/federal requirements Identifies possible problem areas with the project and develops and implements solutions to address routine and non-routine problems E. Technical Assistance Provides technical assistance and support to internal and external partners Prepares written reports, makes presentations, organizes and conducts training for internal and external customers in areas related to the construction loan/grant program Works with leadership to develop and refine operating procedures and establish project review standards Join a dedicated and professional team committed to protecting public health associated with the treatment and delivery of drinking water to the citizens of the Commonwealth! Minimum Qualifications 1. Working knowledge and experience in biology, microbiology, chemistry, engineering principles and practices, and math 2. Demonstrated ability to make sound engineering decisions 3. Ability to effectively communicate in English, including written and verbal communication, as well as the ability to present before groups and in public meetings and produce technical reports 4. Demonstrated ability to read and interpret law, regulations, policies, and technical documents 5. Ability to supervise people 6. Transferable engineering knowledge applicable to drinking water. Additional Considerations 1. Virginia Professional Engineer (PE) license 2. Bachelor's or Advanced Degree in Engineering (Civil, Sanitary, Environmental, or Chemical Engineer) related field 3.
