Summary You will serve as a Program Analyst in the Operations Department (Code 300) of PEARL HARBOR NSY AND IMF. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Responsibilities You will conduct a variety of studies related to programs and functions of the Operations Department. You will brief supervisors and managers with the findings from studies using written reports, charts, and/or graphs. You will identify disparities and improvements for work performed. You will be performing special projects such as assessing the financial health of the shop, organization and/or project, and answering or responding to critiques, audits and other inquiries. You will conduct data processing, development, performance tracking and cost analysis assessment. You will develop measurement models for the continuous assessment of program productivity, trends, and processes to derive conclusions on program planning and execution effectiveness. You will work in conjunction with other Code 300 Program Analysts to assist them in tasks associated with Management's needs. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating the effectiveness of supply program operations (e.g., supply processes, work methods, supply data management, or day-to-day operational processes) in meeting established goals and objectives and developing metrics for the measurement and improvement of organizational performance. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating the effectiveness of supply processes and work methods in meeting established goals and objectives and to provide input for developing metrics for the measurement and improvement of organizational performance. Education GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related or A combination of experience and education as described above that equates to one year of experience. See Required Documents for additional information. Additional Information This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. This position is covered by the Department of Defense Priority Placement Program.
