San Diego Association of Governments (SANDAG) Overview of Capital Improvement Program The Mega Projects, Border and Goods Movement Department focuses on delivering complex infrastructure and technology projects in the San Diego region, including projects like the SR 11/Otay Mesa East Port of Entry (OME POE), LOSSAN Rail Realignment, Harbor Drive 2.0/Vesta Street Bridge, and the Back Office System. Description SANDAG is seeking an Associate Design Engineer to support the Mega Projects, Border and Goods Movement department. The role involves providing technical support, overseeing design processes, coordinating with federal agencies such as CBP, GSA, and FHWA, and assisting with project management tasks for various infrastructure projects. Job Responsibilities Coordinate planning, design, and implementation of transportation improvement projects. Provide technical support across project phases, review submittals, conduct analyses, and coordinate consultants. Assist in preparing RFPs, scopes of work, budgets, and schedules; participate in vendor selection and contract administration. Support project progress communication, budget, and schedule management, and ensure compliance with funding requirements. Assist with property rights acquisition, including easements and joint use agreements. Build collaborative relationships with local, state, and federal agencies to facilitate project delivery. Qualifications Bachelor’s degree in civil, structural, electrical, systems, or transportation engineering; EIT or PE registration preferred. At least three years of experience in capital project design, construction, or delivery, preferably in transportation. Knowledge of design principles, environmental permitting, and project administration. Ability to prepare and review technical documents and coordinate with design professionals. Understanding of relevant laws and regulations, including ADA, stormwater, and environmental standards. Strong analytical, communication, organizational, and computer skills, including proficiency with Microsoft Office, CAD, and project management software. Familiarity with CEQA and NEPA guidelines.
