Deputy City Manager
Work in partnership with the city manager to provide leadership, vision and strategic direction in developing organizational policies, processes and systems. Assist in carrying out city goals, council directives and other initiatives and programs. Support the city manager by performing a leadership role with the department directors and coordinating interdepartmental and high-profile projects and initiatives. Lead, supervise and develop staff in a manner that ensures professionalism, strong inter- and intradepartmental communication, team building and alignment with city values.
Serve simultaneously as department director for administrative services. Plan, direct and provide leadership for the divisions of information technology, city clerk and communications. Assure that the reporting divisions provide complete, accurate and timely information and support to the operating departments.Lead, supervise and develop staff in a manner that inspires professionalism, strong inter- and intradepartmental communication, team building and alignment with city values. Foster a respectful workplace culture and champion diversity and inclusion. Demonstrate inspirational leadership, promote collaboration at all levels and empower staff to be innovative decision-makers. Use data and continuous improvement methods to drive employees’ work and achieve results. Provide effective management by appropriate supervision, delegation, coaching, and training. Develop short- and long-range plans for staff development. Participate in professional organizations and implement best practices where appropriate. Provide feedback through formal and informal performance improvement.
Direct the development and implementation of policies, procedures and systems that will provide the city council, city manager, department directors and division managers with the information they need to make sound management decisions and achieve city initiatives. Oversee the development, implementation and reporting of the city council’s strategic priorities. Direct the development and implementation of policies, procedures and systems that will ensure excellent internal and external customer service and public engagement. Ensure the implementation of legal controls.
Manage special projects related to items of interest to the city manager and city council. Monitor legislation and evaluates and communicates the potential impact of proposed legislation to the city. May testify before the legislature or other bodies as directed by the city manager. Lead cross-departmental projects and initiatives assigned by the city manager.
Lead and manage administrative services divisions through supervision and direction of the division managers. Provide leadership and oversight of the following functions: city clerk (records, licensing and election administration, communications and information technology). Ensure effective data management strategies to include maintenance and security of records and compliance with statutory reporting and mandates. Assure effective support of the city manager and the city council. Assure effective maintenance of official records, licensing and elections. Ensure that city programs and services are adequately supported. Assure that citywide objectives are attained through collaboration with other departments. Monitor and analyze proposals that will have an impact on the city’s financial condition. Assure that statutorily required property data is collected and maintained and provides expert valuation information to make informed budgetary decisions.
Represent the department and the city with city officials, other government agencies and the public in a manner that will ensure effectiveness in achieving city objectives.
May serve as the city manager’s representative at a wide variety of city council, committee, board, council and outside agency meetings. Provide leadership and oversight of the Charter Commission. Serve on the Fire Relief Association Board.
Review and approve staff reports and materials for city council agendas, council information memorandums and other city meetings prior to publication and dissemination to elected officials and public.
Act as city manager in their absence when designated.
Perform related work as apparent or assigned. Minimum Qualificatins
Bachelor’s degree in public administration, business administration, organizational development, political science, management or related field. Seven years of increasingly responsible related experience. Supervisory experience. Demonstrated ability to perform in accordance with the City of Plymouth’s CIVIC values (customer focus, integrity, visionary, inclusion and connection) and comfort with supporting and advancing the city council’s strategic priorities. Ability to develop and maintain positive and effective working relationships with staff, elected and appointed officials, and the general public. Ability to communicate by listening, speaking, writing and making public presentations that motivate, inspire and persuade. Ability to exercise discretion and maintain a high level of confidentiality, tact, integrity and ethics in dealing with sensitive matters.
Desired Qualifications
Master’s degree in public administration, business administration, organizational development, political science, management or related field. Two years of related experience in a similarly situated municipal organization. PHYSICAL REQUIREMENTS
This position will frequently require sitting or standing, stationary desk or bench work with neck bent forward, handling objects (grasping, turning or otherwise using hands or hand) and repetitive hand motion (typing, using computer) The employee must be able to lift/carry items from 0 – 5 pounds from 0 – 6 feet. Employee must be able to lift items such as files, binders, and office equipment.
