The Director of Facilities Operations is responsible for the strategic oversight, planning, and stewardship of all SF SPCA facilities, including the Mission Campus, veterinary hospital, spay/neuter clinic, shelter medicine areas, adoption center, offsite clinics, and all other properties. Reporting directly to the Chief Operating Officer, this role leads and coordinates the organization’s facilities operations, environmental health and safety programs, and emergency preparedness efforts. The Director will supervise two Facilities Operations Managers and collaborate across departments to ensure SF SPCA campuses are safe, sustainable, operationally efficient, and suitable to support organizational goals. Description

Core Responsibilities
Strategic Facilities Planning and Management
Lead development and implementation of a long-term strategic and master facility plan aligning infrastructure investments with the SF SPCA’s mission, growth strategy, and programmatic priorities. Oversee capital improvement projects, renovations, and new facility planning. Establish and manage departmental budgets, including forecasting for equipment lifecycle and capital expenditures. Conduct annual facility audits and risk assessments to prioritize investments and address deficiencies. Develop and implement sustainability initiatives, including energy efficiency, waste reduction, and environmentally responsible building practices.
Security & Property Oversight and Maintenance
Oversee physical security systems, protocols, and vendor relationships to ensure the safety of staff, volunteers, visitors, and animals. Coordinate security audits, access control systems, and incident response protocols in collaboration with the People Team and department leaders. Maintain high-functioning facilities that support SF SPCA’s services and programs, ensuring daily operational effectiveness of physical plants, utilities, custodial services, and groundskeeping. Collaborate with Facilities Operations Managers to coordinate repairs, preventative maintenance, and service delivery across locations. Ensure compliance with permits, codes, zoning, and all applicable building regulations.
Environmental Health & Safety Program Leadership
Design, implement, and manage comprehensive environmental health, life safety, and infection control programs, ensuring compliance with OSHA, NFPA, EPA, Cal/OSHA, and other applicable standards. Oversee chemical safety, hazardous materials handling, indoor air quality, and related safety protocols. Maintain inspection records, safety training documentation, and incident reports for compliance.
E mergency Preparedness and Disaster Recovery
Lead emergency preparedness, response, and recovery efforts, maintaining up-to-date disaster response plans (e.g., fire, earthquake, flood, power failure). Coordinate drills, training, and exercises to build organizational readiness. Serve as primary liaison with emergency responders and city agencies during facilities-related emergencies.
Team Leadership, Supervision, and Cross Organizational Collaboration
Supervise Facilities Operations Managers, supporting their daily responsibilities, professional development, and performance. Manage staffing, training, scheduling, and evaluations to ensure efficient departmental operations. Foster a culture of accountability, service, and safety in alignment with Human Resources on staff development and compliance. Partner with program directors and department leads to ensure facility operations support programmatic needs. Participate in organizational planning as a facilities and EHS subject matter expert. Communicate proactively with internal stakeholders regarding facility issues, safety updates, and emergency protocols.
Requirements
Education and Experience
Bachelor’s degree in engineering, facilities management, environmental health and safety, or a related field. Master’s degree preferred. Minimum 7 years of progressive leadership experience in facilities and EHS management, preferably in healthcare, animal care, or multi-site environments. Experience overseeing maintenance of complex building systems and capital improvement projects. Valid California Driver’s License and insurable driving record.
Knowledge, Skills, And Abilities
Deep understanding of building operations including HVAC, plumbing, electrical, mechanical, and structural systems. Knowledge of environmental regulations, safety compliance standards, and emergency management best practices. Strong leadership, communication, and conflict resolution skills. Proven ability to manage large-scale projects and budgets. Proficiency in Microsoft Office, facility management systems, and safety tracking software. Commitment to the mission, values, and vision of the San Francisco SPCA. Comfortable working in environments with animals and animal care operations.
Salary & Benefits
The starting salary for this position depends on the depth and breadth of experience. The expected range is $137,000 - 150,000 annually. Regular, full-time positions are eligible for a benefits package including
