The Office of Technology and Innovation (OTI) enables the DMHC to deliver essential services to the State of California using Information Technology (IT). The systems that the OTI supports have become valuable tools in the execution of the DMHC’s business functions. OTI develops, maintains, and supports multiple IT systems that include a vast variety of office automation tools, custom applications, public and internal web sites, business intelligence tools, and the underlying IT infrastructure. The Technical Services Division (TSD) provides support to endpoint applications and devices, which includes, but is not limited to, desktops, laptops, smartphones, tablets, SharePoint and Microsoft Teams.
Job Summary
Join us as our Enterprise Data Architect, primarily responsible for architecture, design and development of analytic databases, data pipelines, data integration, conceptual, logical and physical data modeling, data warehousing and data security to support DMHC’s data intensive applications, business intelligence, diagnostic, predictive, and prescriptive Analytics solutions.

Working Conditions
The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.
This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Strong experience as an Enterprise Data Architect responsible for designing complex Enterprise Data Architectures (EDAs), and developing analytic databases to support data analytics solutions deployed within the EDA. Experience creating and evolving data technology road maps. Strong experience designing, developing, implementing and supporting: Cloud and on-premises database and analytical solutions within a Microsoft cloud and on-premise framework including Azure SQL, Synapse, Power BI, SQL Server, SSIS, SSRS, Azure Data Factory and other technologies. Data Pipelines using SQL Server Integration Services (SSIS) and Azure Data Factory (ADF). Strong experience designing, developing, implementing and supporting geospatial analytic solutions within the ESRI ArcGIS cloud platform and the ArcGIS Javascript API. Strong experience developing with Python and Java script programming languages. Experience working in a self-directed manner, or in concert with a business analyst, to conduct requirements gathering sessions focused on data object mapping, data transformation and planning. Experience developing conceptual, logical, and physical data models to support data analysis and business intelligence. Experience developing Extract/Transform/Load (ETL) and/or data pipeline solutions to support loading and refresh of analytic data structures. Experience architecting, creating and maintaining current and target-state data architectures. Experience ensuring that technology solutions are in alignment with the DMHC Strategic Plan, IT Strategic Plan, using data architecture principles and target state. Experience overseeing end-to-end data life cycle management activities.

Question 1: Describe your background and experience acting as a Enterprise Data Architect responsible for shaping an organization's data landscape, and ensuring that data systems are robust, scalable, and aligned with business goals.
Question 2: Describe your background and experience developing analytic database structures and solutions leveraging your extensive expertise in data architecture, modeling, and governance to create comprehensive data solutions that facilitate effective data management and utilization, including but not limited to: Data Warehouse, Data Mart, Data Lake and enterprise reporting/analytic dashboard architecture and development.
Question 3: Describe your experience developing analytic databases within on-premises, cloud-based and/or hybrid (mixed cloud-and-on premises) architectures.

Experience developing conceptual, logical, and physical data models to support data analysis and business intelligence. Experience developing Extract/Transform/Load (ETL) and/or data pipeline solutions to support loading and refresh of analytic data structures. Experience architecting, creating and maintaining current and target-state data architectures. Experience ensuring that technology solutions are in alignment with the DMHC Strategic Plan, IT Strategic Plan, using data architecture principles and target state. Experience overseeing end-to-end data life cycle management activities.

The SOQ consists of questions that must specifically be addressed and submitted with an application using the provided SOQ Template. Resumes and cover letters DO NOT take the place of the SOQ. Failure to submit a completed SOQ Template disqualifies an applicant from hiring consideration. The SOQ must be no longer than two pages, single-spaced, typed, Arial 12-point font.

The SOQ must address the following:
Question 1: Describe your background and experience acting as a Enterprise Data Architect responsible for shaping an organization's data landscape, and ensuring that data systems are robust, scalable, and aligned with business goals.
Question 2: Describe your background and experience developing analytic database structures and solutions leveraging your extensive expertise in data architecture, modeling, and governance to create comprehensive data solutions that facilitate effective data management and utilization, including but not limited to: Data Warehouse, Data Mart, Data Lake and enterprise reporting/analytic dashboard architecture and development.
Question 3: Describe your experience developing analytic databases within on-premises, cloud-based and/or hybrid (mixed cloud-and-on premises) architectures.
Question 4: Describe the analytic database schema types you have developed and the data migration/mapping/conversion tools and techniques you have used to implement each solution to support data analysis.
Question 5: Describe your experience with setting up and using data governance policies and procedures practices in an organization.
