Summary

The Chief Operating Officer (COO) of Catholic Charities serves as a key member of the executive leadership team, responsible for overseeing and integrating the agency’s core operational and programmatic functions across all affiliated organizations: Catholic Charities, Seton Home, and St. PJ’s. The COO provides strategic and operational leadership to ensure excellence in service delivery, organizational effectiveness, and alignment with the mission and Catholic values of the agency.

The COO directly supervises the Vice President of Programs, Chief Administrative Officer, and Executive Director of Seton Home/St. PJ’s, ensuring collaborative coordination across all programmatic, administrative, and facility-based operations. The role supports the CEO by translating strategic vision into effective execution and fostering a culture of high performance, accountability, and compassionate service.

Position Responsibilities

Leadership & Strategic Implementation

*Support the CEO in advancing agency-wide strategic goals and ensuring organizational alignment with mission, vision, and values. *Lead the implementation of strategic plans and performance improvement initiatives across all departments under the COO’s span of control. Promote a unified leadership culture by facilitating collaboration among programmatic and administrative leaders. Translate strategic priorities into operational objectives, ensuring accountability, efficiency, and continuous improvement across the organization. *Represent the CEO in internal leadership functions and external engagements, as delegated.

Fiscal Responsibility

*Provide strategic fiscal oversight of the agency in partnership with the CEO, ensuring sound financial management. This includes reviewing and approving annual budgets, monitoring financial performance, and guiding long-term financial planning to support sustainability and mission growth. Program Oversight & Service Integration *Oversee all programmatic functions through direct supervision of the Vice President of Programs and Executive Director of Seton Home/St. PJ’s. Champion integrated service delivery models that foster coordination across shelter, residential, case management, legal, counseling, and basic needs programs. *Monitor program performance through regular evaluation, data review, compliance audits, and impact reporting. Support innovation and expansion in services to meet emerging community needs, in collaboration with the CEO and program leaders.

Administrative Operations Management

*Oversee internal infrastructure and operations through direct supervision of the Chief Administrative Officer, including HR, IT, Compliance, Facilities, and Finance coordination. Ensure that administrative departments are functioning effectively to support program delivery and agency-wide goals. Promote operational excellence by implementing systems, tools, and processes that improve internal communication, efficiency, and service quality. *Partner with the CAO to ensure regulatory compliance, risk mitigation, and alignment with Catholic values and best practices in nonprofit administration.

Cross-Agency Collaboration & Integration

*Ensure consistency in policies, procedures, and performance standards across all affiliated entities. Serve as a liaison between executive leadership and agency leaders to ensure alignment and communication. Staff Supervision & Organizational Culture Recruit, mentor, and supervise key leadership staff reporting to the COO. Foster a positive and inclusive workplace culture rooted in Catholic Social Teaching, professionalism, and respect for human dignity. Promote leadership development, succession planning, and continuous staff learning across departments

Operational Accountability & Reporting

*Ensure effective reporting, data management, and performance tracking across all operational areas. Develop and maintain systems for monitoring progress on strategic initiatives and organizational benchmarks. *Provide regular updates to the CEO on operational performance, opportunities, and risks. *Prepare and present reports, analyses, and recommendations to the Board of Directors as needed.

Organizational Expectations

Must complete all required professional development assigned in a timely manner. Must ensure all staff complete required professional development assignments in a timely manner. Adhering to safety training and protocols on a daily basis, and taking precautionary measure to ensure the safety and well-being of self and others. Responsible for protecting the confidentiality of any information or material obtained in the service with the organization to include but not limited to client names and information, services rendered to clients, donors names and gifts, internal and external investigations or results of any investigations, and financial information. Must be sensitive to the service population’s cultural and socioeconomic characteristics. Adherence to the Code of Conduct and the Faith and Moral is mandatory. Every employee is required to take a solution-oriented approach in their interactions and undertakings, as well as being a team member that promotes collaboration and commitment to the Mission and Vision of the organization.

Requirements

Qualifications:

Education

Master’s degree in Nonprofit Management, Business Administration, Social Work, Public Administration, or related field

Experience

Minimum of 5 years of progressive leadership experience, preferably in nonprofit, faith-based,or social service organizations. Strong financial acumen and experience managing complex budgets and funding sources (i.e., federal/state/local grants, private donations). Deep understanding and commitment to Catholic Social teaching and the mission of Catholic Charities. Exceptional communication, organizational, and interpersonal skills. Experience working with boards of directors, boards of trustees and multi-agency organizations 5 years of experience in financial planning and budgeting Substantial experience working in the nonprofit sector (United Way experience is desirable) and interacting with volunteers and diverse boards. Alternatively, extensive senior strategic leadership experience in the management of organizations of comparable size and mission. Must demonstrate a high level of intelligence and a desire to explore new ideas and innovative approaches to solving problems.
