Salary Range $61,009-$98,224 Exempt

Purpose of Classification:

The purpose of this classification is to supervise staff involved in emergency management operations, planning, recovery, and mitigation to prepare for and respond to major emergencies and disasters in the County.

Essential Functions:

The following duties are normal for this classification. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate

Supervises the implementation of plans, procedures, and systems to ensure an efficient and effective all-hazards level of preparedness and response to major emergencies and disasters throughout the County; contributes to the development of emergency plans; and researches risks and makes recommendations.

Oversee promotion for public awareness of emergency preparedness; organizes and presents public awareness campaigns; prepares and conducts meetings and presentations for community groups, neighborhood associations, business and industry, schools, etc.; and assists in creating a public information plan.

Supervises and coordinates the operation and maintenance of assigned emergency operations center equipment; maintains working knowledge of systems; tests systems; troubleshoots and repairs communications and information technology equipment; serves as systems administrator during emergencies; and recruits and manages related volunteer positions.

Oversees compliance with local, state and federal rules, regulations and standards concerning emergency management and hazardous materials incidents; collects, maintains, analyzes and interprets data; provides recommendations to command level decision makers; and participates in the notification of operational emergency response organizations and activation of public notification systems.

Prepares and submits grant proposals; researches sources to identify grant funding opportunities and determine availability of grant funding; determines or recommends whether to apply for grant programs; secures and reviews funding source documents; examines specific goals, purposes, conditions, restrictions, and qualifications for eligibility; gathers cost estimates to develop proposed budgets; evaluates potential success of funding opportunities; and maintains proposal calendar to ensure all applications, reporting and renewal deadlines are met.

Manages and monitors awarded grants; reconciles and monitors grant budgets and grant performance; analyzes and processes funding, expenditure and payroll; identifies problems and makes recommendations for adjustments and solutions; and works with department staff and/or grantees to implement corrective actions as necessary; interprets, explains, applies, and ensures compliance with all applicable laws, ordinances, rules, regulations, standards, policies, and procedures; and initiates any actions necessary to correct deviations.

Assists with managing granted funds; manages delivery of materials; verifies accuracy of deliveries; inventories equipment; manages disbursement of materials; and maintains required documentation.

Supervises responses to all major/critical incidents and/or disasters; implements emergency response and disaster recovery plans; requests and directs volunteers as needed; assesses/evaluates incident scenes, determines necessary volunteer allocation, and ensures utilization of proper methods to ensure the safety of the public and emergency personnel; and facilitates communication of employees, citizens, volunteers, local government agencies, etc.

Prepares or completes various forms, reports, correspondence, memos, emergency operational plans, volunteer hours logs, equipment requests, promotional materials and information, and other documents; and maintains computerized and/or hardcopy records.

Receives various forms, reports, correspondence, class applications, attendance records, student evaluations, beneficiary forms, policies, procedures, manuals and other reference materials, or other documentation; and reviews, completes, processes, forwards or retains as appropriate.

Communicates with supervisor, other County departments and employees, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Operates emergency equipment; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Assists with coordinating, training, and instructing volunteers; collaborates with volunteer organizations; and recruits volunteers. Minimum Qualifications:

Bachelor's degree in Emergency Management or related field with vocational or technical training in emergency management or a related field; five years of experience in emergency management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:

Must possess and maintain a valid Georgia Driver's License, including appropriate endorsements; must possess or acquire within the first year of employment and maintain the following certifications or licenses: CERT Instructor, Georgia Certified Emergency Manager, IS-100, 200, 300, 400, 700, and 800. May be required to obtain and maintain additional endorsements, certifications or licensure as deemed necessary.
