Government Analyst II
This is a highly professional position with specialized duties requiring independent decision making and administrative oversight for the procurement, development and implementation of construction project agreements. The incumbent in this position provides professional assistance to supervisor by implementing, administering, and interpreting centralized policies and procedures, rule and law, which includes researching and compiling information necessary for developing standards related to facility and construction agreement development, monitoring and close out practices. Perform vendor research for facility and construction projects. Process informal quotation facility and construction procurements under Level I ($35,000). Input, review, and approve facility and construction requisitions in the Automated Information Management System (AIMS) for facility and construction acquisitions and agreements. Ensure requisitions meet all policies, procedures, rule and law pursuant to Chapters 255 and 287 Florida Statutes. Ensure facility and construction agreement documents available to the public or published on the departments transparency website which contain confidential information as defined in s.119 Florida Statutes is redacted as applicable. Processes sealed quotation and competitive solicitations for facility and construction procurements over Level I ($35,000) as the department liaison, mediator, and consultant. Generates internal and external correspondence, reports, technical and/or non-technical specifications for competitive solicitations in accordance with departmental policies and procedures. Prepare advertisements for competitive solicitations in proper format as directed by rule and law, obtain appropriate departmental approvals and publishes notices via email, on the MyFloridaMarketPlace Vendor Information Portal (VIP) and/or Florida Administrative Register (FAR), or newspaper as applicable. Generate and/or disseminate all procurement documents, facilitate meetings and assist as the purchasing liaison in department led negotiations, evaluations and vendor administrative reviews. Tabulate bids, evaluate scores and administer vendor award notices on the VIP. Create new construction contracts, amendments, and other related legal documents. Assist the General Services facilities and construction staff assemble construction agreements by incorporating quotes and proposals into the appropriate department agreement template, assist in managing deadlines, deliverables, and processing payments. Provide quality assurance review of contract submittals and relay findings to the assigned contract manager. Review facility and construction contracts to ensure they are accurate, complete and in compliance with policy, procedures, rule and law. Develops and standardize contract and procurement forms, templates and procedures. Develop training materials for staff tasked with obtaining construction and facility agreements. Attend facility and construction related meetings and participate in continuing oversight team meetings subject to s.287.057 (26) Florida Statutes. Maintain department contract and procurement files to ensure each file is accurately assembled, properly documented, stored in a logical manner and meets all public record requirements and retention schedules. Perform related work as required. Ability to organize information into a logical format for presentation in reports, documents, and other written materials. Ability to utilize problem-solving techniques. Ability to work independently. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others.
