Environmental Specialist I - 37011191

This entry level position with the necessary knowledge, skills and ability to be trained, and under the section's senior staff supervision, will oversee the performance of contamination assessment and remedial action activities by qualified cleanup contractors for state-funded petroleum cleanup projects. The responsibilities include: reviewing site cleanup files and historic activities and expenditures, requesting proposals for site-specific scopes of work, reviewing contractor proposals for technical and administrative adequacy and conformance with applicable statutes, department rules, procedures, and guidance; consulting with the section's licensed professionals, participating in the negotiations of all elements with contractors and preparing task assignments and purchase orders for necessary work in accordance with PRP standard operating procedures; performing on-site inspections, reviewing contractor deliverables and technical reports, assisting in making recommendations for corrective actions, negotiating changes in the scope of work and preparing change orders as required; coordinating with the section's licensed professionals on necessary technical comments and approvals for all deliverables and preparing and sending correspondence; reviewing, processing, and approving contractor invoices for completed work; indexing and/or inserting into the OCULUS electronic site file all site-specific correspondence generated or received, including required quality assurance verification; monitoring the progress of the site assessment and rehabilitation activities occurring at site and the contractor's efficiency in accomplishing the cleanup in a cost-effective and timely manner; responding to correspondence and telephone inquiries related to Petroleum Restoration Program; assisting the team administrator with special projects; and performing other related duties. Required knowledge, skills, and abilities include: skill in using personal computers; ability to conduct site inspections; ability to compile, organize and analyze data; ability to use and update the OCULUS, STCM and other PRP related databases; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with a diverse group of professionals; ability to plan, organize and coordinate complex work assignments; and ability to understand and apply applicable rules, regulations, policies and procedures. Minimum qualifications include: at least four years of verifiable related experience. Post secondary degrees from an accredited college or university may be used as an alternative for the required four years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees. Valid driver's license. Position of special trust requirement: The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check. Salary: $43,230.00/annually.
