King County Metro Transit is hiring forward-thinking and detail-oriented Lead Project Control Engineer (Transit Project Control Engineer IV) to join a dynamic work group within the Capital Division. The Lead Project Control Engineer oversees contract and project administration services within the Project Controls Office (PCO) to ensure the success of Metro's Capital Improvement Program (CIP). PCO currently consists of 13 team members supporting customers both inside and outside the Division. PCO includes two sub-work groups, Contract Administration Services which focuses on administering contracts, and Project Administration Services which focuses on the development of project schedules.

Participate in project team or standalone meetings as required to address customer questions and/or provide advice or input regarding products and services offered including while ensuring compliance with Department, Division, or King County policies, procedures, or guidance documents. Lead sub-work group meetings to provide clarification, training, or convey information to PCEs on a variety of topics or subjects related to performing their work to ensure consistency and adherence to standard work or processes established by the Project Controls Office. Responsible for the administration of more complex agreements, contracts, or project schedules in accordance with standard works or processes. Such work will be determined by the Project Controls Supervisor. Lead sub-work group auditing or respond to audits from external parties including developing an action plan if required. Such work should be in coordination with the Department's Project Control Officer or designee. Provide feedback and input to the Project Controls Supervisor regarding PCEs work for the purpose of performing annual performance reviews. Adhere to standard work or processes to capture such data. Responsible for creating, revising, or otherwise updating standard work or processes for the sub-work group to ensure compliance with Department, Division, or King County policies, procedures, or guidance documents. Participate in discussions at team and unit meetings on various Equity and Social Justice topics or subjects. Prepare regular or ad hoc reporting as requested. Perform other contract or project administration related duties as assigned. We are looking for candidates who meet the following minimum qualifications: 4 years of increasingly responsible experience in public works, contracting, construction cost and/or scheduling OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work. Knowledge of project control techniques and principles. Ability to communicate with technical and non-technical individuals on project controls topics. Ability to work on multiple projects and provide lead direction simultaneously. Experience supervising, leading, or overseeing staff or a team. Demonstrate behaviors that include fairness, respect, inclusiveness, integrity, and ethical conduct. Ability to apply and implement best practices or industry standards whenever possible to further the Project Controls Office's products and services. Excellent writing, verbal communication, and research skills. Proficient in Microsoft Office Suite such as Excel, Word, Outlook, Teams, and SharePoint. Ability to establish and maintain relationships with peers along with external and internal customers. Ability to gather and analyze data, organize, and present data or information to varied audience. Bachelor's degree in engineering, business administration or closely related field. The most competitive candidates will also meet these desired qualifications: Previous capital program and project control experience in the public sector. Proficiency using Microsoft Project and Power Bl. Experience working with State and Federal grants, including reporting and recordkeeping. Experience with Continuous Improvement efforts or implementations including the development of forms, process maps, reports, and workflows. Experience providing technical assistance and support with the development, maintenance, and enhancements to cloud-based software used to manage capital projects in the public and private sectors. Experience with public procurement laws, processes, and procedures. Necessary Special Requirements: Valid Washington State driver's license (or ability to obtain Washington State driver's license upon hire) or alternate ability to travel to off-site locations. Work Environment: Work is primarily performed in an office environment.
