Job Description
This service supports Environmental Management Sector Clients and ProSidian Team Members work as part of a Engagement Team Cadre to fulfil T&M - Time and Materials requirements.
The Subcontract Technical Representative (STR) SC 103 as a Professional Grade position.
Subcontract Technical Representative (STR) - Administrative/Business Candidates shall work to support requirements for Technical General Support Services related to NAICS: 541690 - Environmental Consulting Services, NAICS: 541690 - Scientific and Technical Consulting Services - Energy, and NAICS: 591690 - Professional Scientific Technical Consulting Services and
Safety as a primary responsibility in each job performed. Obtain safety training, obey safety rules, and make safety an integral part of each task. Take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe condition.
Perform regular inspections and audits of assigned subcontractors to ensure compliance with various regulatory and control programs. Prepare periodic reports that document those inspections and observations. Audits may include review of various statistical and report data, physical inspections, interface with the subcontract personnel, and periodic survey or other feedback.
Provide maintenance and coordination of specific or general regulatory or control programs where applicable and when necessary to be responsive to changing site requirements and recommend changes to the subcontract as needed.
Assist in the preparation and development of technical specifications and Statement of Work (SOW) for purchase requisitions (PR) or purchase requisition change notices (PRCN) in response to requests. Provide technical evaluation of submitted bids when necessary.
Provide an identifiable and responsive level of communications interface between the customer organization, procurement and subcontract management for the organization or area of programmatic compliance assigned.
Review submittal invoices or related documentation from subcontractor for compliance with subcontract terms and conditions, validate progress of acceptable work and recommend payment invoice approval. Prepare periodic status report that document fiscal, performance or programmatic compliance along with elements which indicate areas of improvement. Provide recommendations for areas for potential improved compliance, cost effectiveness or efficiency. Review and assess subcontractor compliance against subcontractor standards and determine necessary remedial actions, if necessary to ensure full or improved future level of compliance.
Identify areas of compliance and control that may require more or less stringent application and enforcement in order to assure compliance with existing standards, rules and regulations as well as balance the need for increased efficiency, improved schedule and cost effectiveness by ProSidian.
Interface with subcontractor and the customer to assure potential restraints (permits, access, material, support services) are available to ProSidian on a timely basis.
Interface with subcontractor to assure 100% understanding and compliance with invoice and associated documentation development and submission.
Qualifications
The Subcontract Technical Representative (STR) - Administrative/Business shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. All employees, in the performance of their respective responsibilities, shall conduct themselves in the highest possible standards of ethical and business conduct. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.
requisite work experience and technical skills to fulfill the roles and responsibilities of the Subcontract Technical Representative (Str) s working and performing tasks in the Energy Industry (Oil and Gas / Power and Utilities / Nuclear Energy) Bachelors degree in Business / Construction Management / Technical / Engineering or a related discipline; or
Associate's degree and 7-10 years of practical background or relevant experience in a combination of the general or specific area of focus detailed below would substitute for the higher degree requirement.
Licenses and/or certificates may include CFC, asbestos or other special material handling, supervisor/worker training, or welding certification, once in position. 3-5 years of experience and Bachelors degree, or 7-10 years experience and Associates degree in a combination of general or specific areas of focus, depending upon the assignment. These areas would include, but are not limited to, construction, construction management, field engineering, facility support, quality, safety, security, administrative, technical, maintenance and operations areas.
A knowledge of general business and financial practices, along with a more specific knowledge and understanding of subcontract technical representative requirements is required.
Basic knowledge and understanding of rules and regulations relating to procurement practices as defined under DEAR and FAR is beneficial. Additional experience and training may be required and would be a function of the specific organization or programmatic control area being supported.
Basic understanding of construction execution and construction subcontracts would be beneficial.
Must have excellent written and oral communication skills. A 40 hour work week schedule as anticipated for this position. SRR utilizes various work schedules; including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s. Work week normally excludes SRR holidays. Each work day has a 30-minute non-paid lunch. Standard Facilities Access required but a security clearance is not currently required for this position

TRAVEL: Occasional travel may be required to attend meetings, events, site visits, or other training requirements. Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, as allowed, in accordance with Federal Travel Regulations. LOCATION: Work shall be conducted at or in proximity to Savannah River Site / Aiken, South Carolina
