10/14/2025 Priority Review Date (Note - Posting may close at any time) Job Summary The Director of Technical Projects will coordinate and streamline the development of Project Galene’s biorepository-integrated cloud health data platform. This platform will integrate biorepository specimens with clinical data from multiple sources ( EDW , OpenSpecimen, REDCap, PACS ) to create one of the nation’s leading AI-enabled database and biobanks, serving both academic researchers and pharmaceutical partners. Responsibilities Roles and Responsibilities: Project Management (45%) Coordinate technical requirements across stakeholders including U of U Health IT, ARUP IT, Compliance, biorepositories, and research teams
Assist with development processes including sprint planning, backlog management, and release coordination
Support HITRUST certification process and audit preparations
Develop and maintain project plans, Gantt charts, technical documentation, and architecture decision records
Interface with technical stakeholders at ARUP and University of Utah
Track deliverables from PTP , Vanta, Workstreet consultants
Monitor project budgets and timelines
Coordinate activities amongst platform development team members Technical Operations (40%)
Technical Operations (40%) Process and audit user access controls for PHI and research data, review new user access requests
Implement platform configurations for multimodal healthcare data
Support architecture reviews and technical designs from consulting partners
Execute technical standards for data ingestion, processing, and access patterns
Monitor critical security incidents and implement prescribed remediation strategies
Perform platform optimization tasks through hands-on AWS management
Monitor automated monitoring and alerting systems
Hands-on troubleshooting of technical issues
Support 24/7 platform availability for clinical and research workloads
Stakeholder Coordination (15%) Facilitate technical design sessions with University IT and ARUP teams
Coordinate with compliance teams on security reviews and audit requirements
Support data governance discussions with technical input
Minimum Qualifications Bachelor’s degree in related computer science, Business Administration, or related area, or equivalency (one year of education can be substituted for two years of related work experience); eight years of progressively more responsible management experience; and demonstrated leadership, human relations and effective communications skills required. Applicants must demonstrate the potential ability to perform the essential functions of the job as outlined in the position description. Preferences Preferred Experience: 4-6 years managing technical projects in healthcare settings, with at least 2 years focused on clinical data platforms
Minimum 2 successful implementations of cloud-hosted healthcare data platforms
Proven track record delivering HIPAA -compliant cloud data solutions in academic medical centers or health systems
Hands-on experience with healthcare data warehouses, particularly Oracle-based EDW implementations
Direct experience working with technical service vendors and distributed development teams
Platform operations experience with high availability requirements
Preferred Technical Skills Strong AWS proficiency: Core services, security, and cost management
Knowledge of healthcare data standards: HL7 FHIR , DICOM , genomic formats
Familiarity with infrastructure as code (Terraform/CloudFormation) and CI/CD pipelines
Programming skills in Python and SQL for data access and monitoring
Understanding of security best practices and threat detection
Familiarity with clinical research systems (REDCap, OpenSpecimen) and biorepository workflows
Knowledge of HIPAA / HITRUST compliance requirements
Ability to review code, evaluate technical proposals, and support technical decisions
Preferred Domain Knowledge Understanding of HIPAA / HITRUST compliance and healthcare cybersecurity
Knowledge of clinical research workflows and IRB /regulatory requirements
Experience with multimodal data types (genomics + imaging + clinical)
Familiarity with precision medicine initiatives and research platforms
