This position serves our partners at Direct Care & Treatment (DCT). The MNIT DCT team provides essential IT support for a wide range of healthcare services, including mental health, substance abuse treatment, and support for individuals with developmental disabilities. You will play a crucial role in ensuring that the technology needs of DCT are met, enabling them to deliver high-quality care and treatment services to Minnesotans in need.

This position with Minnesota IT Services (MNIT), partnering with the Department of Direct Care and Treatment (DCT), is responsible for leading the planning, execution, and successful delivery of complex information technology projects that support critical statewide systems and services. These projects may involve the development, enhancement, or retirement of IT solutions across infrastructure, enterprise applications, and business processes that directly impact DCT operations.

The incumbent will serve as the primary project manager, overseeing all phases of project management-initiation, planning, execution, monitoring, and closure-using industry best practices and standards such as the Project Management Body of Knowledge (PMBOK) and MNIT methodologies.

This role ensures quality and consistency across multiple initiatives by applying proven project management practices, including scheduling, scope and risk management, change control, issue resolution, and status reporting. The goal is to deliver high-impact projects on time and within scope, enabling DCT to meet its mission of delivering essential direct care services to Minnesotans.

This position requires an employee to be onsite at 3200 Labore Rd, Vadnais Heights, MN 55110 at least 50% of the time, with some opportunity to perform work from a telework location.

Position requires a minimum of five (5) years of experience performing IT project management functions.

Experience must include:

Risk management, defect management, conflict management, and other project management controls and practices.

Leading the full project lifecycle, including initiation, planning, execution, control, and closure of complex IT project.

Managing projects using Agile, Waterfall, and hybrid frameworks (both Iterative and Waterfall).

Delivering effective verbal and written communication to ensure mutual understanding among stakeholders.

Demonstrated customer service skills, including active listening, empathy, and problem-solving.

A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.

Preferred Qualifications

Degree in health informatics, healthcare information systems, or a closely related field.

Project management experience within a public sector or government environment.

Experience managing cross-functional teams and vendors in a matrixed environment.

Experience with enterprise portfolio and project management tools (e.g., Planview, MS Project, Jira).

PMP, PMI-ACP, or other relevant project management certifications.

Experience in health informatics, including IT project management related to electronic medical record (EMR) systems, clinical decision support tools, or other healthcare IT platforms.

Familiarity with IT systems and processes that support behavioral health, direct care, or healthcare regulatory compliance.
