Summary The incumbent serves as a Lead Shift ITSPEC in the Mission Support Division, Systems Engineering Division, Technology Office, Rural Development. The staff is responsible for planning, directing, and coordinating all essential updates, batch processing, and web-based applications for the rural development financial systems. The incumbent serves as lead on shift C consisting of information technology specialists, computer assistants, computer operator's and clerks. Responsibilities Directs the work and sets pace for team members. Provides advice on computer requirements and limitation to help managers and user personnel define problems and needs. Ensure maximum operational efficiency for a variety of complex computer Job Control Language (JCL) processing, web-based applications, and mass mailing systems. Provide technical advice and guidance to employees, IT specialists, and subject-matter Users in the solution of complex systems problems. Utilizes online automated scheduler software packages to create and submit JCL job streams and to document job attributes, execution and distribution instructions. Monitors batch progression in order to detect unusual operating problems caused by unforeseen contentions, deviates from normal schedule by re-sequencing job streams to accomplish production objectives. Regularly meets with Application Programmers, Accountants, Financial Specialist and Shift Supervisor to identify and resolve problems with applications, operating systems or hardware. Reviews Operating Instructions for job interfaces and interrelationships, provides for dependencies and develops run instructions (run sheets) and priorities according to the most current processing requirements. Requirements Conditions of Employment Qualifications Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled. For the GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-12 level; or its non-Federal equivalent that demonstrates: The incumbent will have experience in providing technical advice and guidance to team members and be the subject-matter expert in the solution of complex systems problems. Analyzes system failures and assist programming staff in resolving Control M related issues. Skilled with TSO, Control M, and JCL editing. Advises and collaborates in making decisions and recommendations to the Shift Supervisor and the Branch Chief regarding plans to adjust or modify operating policy and procedures due to changes in programs, organizations, equipment, recording and reporting systems, and data processing systems and techniques. There is no substitution of education for experience at the GS-12 level.
