L3Harris Technologies is seeking a Lead, Contracts to support the Aerojet Rocketdyne Missile Solutions Contract Portfolio. As a Lead, Contracts, you will take the lead in managing missile defense contracts from start to finish for government contracts. You will play a key role in securing and executing prime and subcontracts to deliver innovative products and services. This exciting role supports our Missile Defense division. Essential Functions: Lead request for proposal (RFP) reviews and issuance of direction to various supporting teams while assisting in proposal development for the company's products and services in prime and subcontracting environments. Lead fact-finding, contract negotiation, contract management, and customer contact activities for assigned contracts/programs. Ensuring compliance with federal procurement regulatory requirements and providing the primary customer interface on related issues. Advising management on business decisions from a contractual perspective and facilitating customer interface regarding contract performance matters. Acting as the primary company interface with customer contracting officers and procurement agents. Ability to obtain a US Secret Security Clearance. Qualifications: Bachelor's Degree and minimum 9 years of prior contracting, procurement or subcontracts experience. Graduate Degree and a minimum of 7 years of prior related contracting, procurement or subcontracts experience. In lieu of a degree, minimum of 13 years of prior related contracting, procurement or subcontracts experience. 5+ years of experience in contracts management with United States Government contracts, including Cost Reimbursable, Time & Materials, and Firm Fixed Price contracts. 5+ years of experience with FAR, DFARS, ITAR, EAR, & CAS. Preferred Additional Skills: Recognized subject matter expert with in-depth knowledge of federal contract management practices. Strong expertise in FAR and DFARS regulations, with the ability to guide teams through compliance during proposal development (including understand and negotiations of cost/price volumes), negotiation, and contract administration. Proven experience negotiating terms and conditions with government entities and prime contractors across various contract types. Familiarity with working alongside DCMA, DCAA, and other federal agencies. Familiarity with general Finance acumen (i.e. EACs, EVM). Experience managing intellectual property and data rights issues. Highly self-motivated with the ability to manage multiple contracts, leading independently and working with a team of other function professionals across the company.
