The Business, Facilities & Operations Division is now accepting applications for Manager - Purchasing Services.
Under assigned supervision, plans, organizes and directs the purchasing operations of the County Office of Education; supervises and evaluates the performance of assigned personnel.
The ideal candidate will have experience in government purchasing operations in a large organization; interpreting and applying laws, rules, and regulations affecting government purchasing operations; assuring compliance; preparing and writing complex, formal bid and Request for Proposal (RFP) specifications, Invitations to Bid (ITB), Requests for Quotations (RFI) and Requests for Information (RFI) development; development of governmental purchasing practices and procedures; providing training to programs; compiling, analyzing, and recording financial statistical data; communicating and collaborating effectively with stakeholders inside and outside of the Santa Clara County Office of Education.This position is full-time, in-person and has a work year of 12 months/261 days/8 hours a day.
Leadership team members are eligible to receive a $2,500 annual stipend for a master’s degree and a $2,500 additional stipend for a doctorate, provide official documentation is submitted.

Any combination equivalent to :
- Education : Bachelor’s degree in business administration, accounting or related field AND
- Experience : Five years of increasingly responsible experience performing professional-level work in purchasing operations, including three years’ experience managing and creating procurement policies and procedures, and supervising assigned personnel.
LICENSES AND OTHER REQUIREMENTS
- Incumbents in this class must possess an Accredited Purchasing Practitioner (APP) or a Certified Purchasing Manager (CPM) certification issued by the Institute for Supply Management, or Certified Public Procurement Buyer (CPPB) from the National Institute of Government Procurement, Inc. or obtain within 24 months of employment.

EXAMINATION PROCEDURES:

- Themost qualified candidateswill be invited to participatein a written exam, tentatively scheduled forAugust 14, 2025.
- Those who pass the written exam will be invited to participate in an oral examination with subject matter experts, tentatively scheduled for August 26 ,2025 .
- Based on the final scores of qualified candidates, Classified Personnel Services will establish a ranked candidate list.
- Selected candidates from the list will be invited to a second interview with the hiring authorities, tentatively scheduled for September 2 , 2025 .
- Second interviews may be held in-person.
