IT PROJECT MANAGER
INCATech is seeking an experienced IT Project Manager to lead the planning, coordination, and delivery of enterprise IT and ECM (Enterprise Content Management) solutions for a federal customer. This individual will play a key role in managing modernization initiatives, ensuring successful implementation of ECM capabilities that align with a USDA operating group’s strategic and operational goals. Requires a strong background in project management, federal consulting, and content management platforms, with the ability to lead cross-functional teams and collaborate with government stakeholders, technical staff, and business users.
IT PROJECT MANAGER
INCATech is seeking an experienced IT Project Manager to lead the planning, coordination, and delivery of enterprise IT and ECM (Enterprise Content Management) solutions for a federal customer. This individual will play a key role in managing modernization initiatives, ensuring successful implementation of ECM capabilities that align with a USDA operating group’s strategic and operational goals. Requires a strong background in project management, federal consulting, and content management platforms, with the ability to lead cross-functional teams and collaborate with government stakeholders, technical staff, and business users.
Location: Reston, VA (Remote w/ travel to Washington DC/Kansas City for limited meetings/onsites)
Responsibilities
- Provide leadership, oversight, and direct management of an ECM-focused modernization project supporting Federal Government mission systems.
- Manages and supports project team members, confirms understanding of roles, reviews performance, and supports training for growth.
- Works with CO and COR to manage contract activities, reviews and confirms requirements, supports onboarding and offboarding processes, and tracks requirements throughout the life of the contract.
- Ensures contractual obligations are met, discusses successes and issues with the customers and COR, works to determine solutions and resolve.
- Works with Product Owner (PO), Business Owner (BO) and other stakeholders to support strategic decisions.
- Plans and monitors budget and scope, preventing scope creep, providing detailed information on budgeting, including LCATS per contract, invoicing, and monthly Jira status reports to COR, PO, and BO.
- Responds to USDA audit requests with detailed information with fast turn-around on program historical and upcoming levels of effort, budget breakdowns, staff skill sets/technology capabilities, etc.
- Manage project scope, schedule, risks, and deliverables aligned to Agile and PMBOK best practices.
- Coordinate across development, security, and operations teams to ensure delivery of system integration solutions and cloud-hosted ECM platforms.
- Track and report project status, milestones, risks, and dependencies using tools such as Microsoft Project and Jira.
- Create and maintain project artifacts including project plans, roadmaps, stakeholder briefings, risk registers, decision logs, and communications plans.
- Support the government in evaluating system usability, customer experience, and business value across ECM implementations.
- Facilitate project and stakeholder meetings, provide meeting summaries, track actions and decisions, and escalate blockers.
- Serve as a key point of contact between INCATech, USDA stakeholders, and partner organizations to ensure project alignment and customer satisfaction.
- Author high-quality technical and business documentation, including architecture overviews, implementation strategies, test plans, and SOPs.
- Provide process improvement recommendations to enhance customer outcomes and streamline delivery of ECM capabilities.
Qualifications
Related Experience
- Minimum 5 years of experience leading IT projects involving systems integration, enterprise applications, or content/document management platforms. Brings institutional expertise and experience in Drupal 10 and large public-facing Federal sites, including solving complex platform delivery challenges.
- Experience working in or supporting federal government clients in a consulting environment.
- Demonstrated experience managing cross-functional development teams (8+ members).
- Strong understanding of Agile, Scrum, and hybrid project management methodologies.
- Bachelor's degree in Information Systems, Computer Science, or related field.
- Proficiency in MS Project, Jira, SharePoint, and Microsoft 365 tools (Excel, PowerPoint, Teams).
- PMP and/or Scrum Master certification.
- Experience delivering or supporting Drupal or equivalent ECM solutions.
- Familiarity with USDA mission areas including rural customer base
- Experience with cloud-based deployments and federal compliance requirements (e.g., FedRAMP, FISMA).
