Job Description
Job Title: Chief Financial Officer
Wage/Hour Status: Exempt
Reports to: Superintendent
Pay Grade: AP-9

Primary Purpose:
Responsible for oversight of all financial and business affairs of the district. Provide leadership for the district’s business services to ensure legally sound and effective management practices. Direct and monitor the management and investment of all district funds, ensuring they are protected. Serve as chief business and budget advisor to the superintendent and board of trustees.
Qualifications:
Education/Certification:
- Bachelor's degree in business, finance, accounting, or related field
- Master’s degree in related field (preferred)
- Certified Public Accountant (preferred)
- Satisfactory outcome of fingerprinting background check (non-refundable fee approximately $50 paid by employee)
Special Knowledge/Skills:
- Advanced knowledge of school finance, budgeting, accounting systems, and economics
- Knowledge of information/data processing systems and business applications
- Ability to resolve conflicts, listen, and respond appropriately
- Demonstrated leadership skills
- Ability to manage budgets and personnel
- Ability to implement policies and procedures
- Ability to interpret data
- Excellent communication, public relations, and interpersonal skills
Experience:
- Five years’ experience in school business management or private sector financial management
- Minimum of three years’ experience as a senior manager in planning, organizing, and executing
Major Responsibilities and Duties:
Financial Management
- Ensure accuracy of all district financial records and reports according to TEA standards
- Develop and monitor district’s financial objectives and budget
- Act as financial advisor to superintendent and board, informing them of financial status
- Maintain and oversee district’s investment portfolio, ensuring funds are protected and invested wisely
- Ensure timely payment of obligations
- Implement internal controls to safeguard assets and ensure data reliability
- Oversee audits and cooperate with auditors
- Administer the business office budget, ensuring cost-effectiveness
Policies, Reports, and Law
- Review and recommend policies and regulations
- Implement applicable federal, state, and local policies
- Maintain reports and records, including financial statements, federal fund reports, and annual financial reports in accordance with ASBO standards
Personnel Management
- Recruit, train, evaluate, and supervise department staff
- Develop training and improvement plans
Other
- Attend board meetings and present information as needed
Supervisory Responsibilities:
Supervise and evaluate the business manager, risk manager, payroll supervisor, and department secretary.
Physical and Environmental Demands:
- Standard office tools and equipment
- Prolonged sitting, occasional physical activity
- Repetitive motions, occasional lifting under 15 pounds
- May require irregular hours and travel
- Work may involve stress and interruptions
