Primary Function
Reporting to the Director of Finance (DoF), the Government & Foundation Contract Accountant will be responsible for managing and reporting on a $4.3M portfolio of government awards and $1M in foundation and UJA grants.
Principal Responsibilities
In collaboration with the DoF, the Government & Foundation Contract Accountant will manage and improve the contract development, documentation, invoicing process, and ensure timely workflow deliverables to funders. Key duties include pre- and post-award management of grants, timely invoicing supported by the general ledger, analysis, communication of over/underspending, supporting program staff in monitoring contract spending, and leading government funder audits.
Key Areas of Responsibility
Grants Management
- Manage end-to-end grants processes, including pre- and post-award activities
- Coordinate contracting among stakeholders, follow funder guidelines, prepare budgets with program staff, and manage submissions
- Maintain organized contract documentation
- Address funder inquiries and follow up on open items
- Prepare financial and reimbursement reports ensuring accuracy with the general ledger
- Work with funders to resolve reimbursement issues
- Coordinate with Program managers on budget vs actual discussions
- Analyze and communicate budget performance monthly/quarterly
- Assist in budget modifications to maximize revenue
- Record and maintain Accounts Receivable related to grants billing, ensuring revenue recognition per GAAP
- Follow up on reimbursements and provide cash flow data
- Perform grant closeout functions including reconciliations and final reports
- Maintain funder equipment inventory as required
- Stay updated on funder invoicing/reporting changes and attend trainings
- Establish relationships with funders’ fiscal counterparts
- Coordinate with Payroll and Accounting for personnel allocations
- Assist with time and effort reporting, ensuring compliance
- Meet all funder and departmental deadlines
- Support the agency's annual audit, including the Federal Single Audit
- Prepare supporting schedules and documentation for audits
- Participate fully in government funding audits
Minimum Qualifications
- Bachelor's Degree in Accounting, Finance, or Business Administration preferred
- At least 2 years of hands-on experience with government grants
- Experience with federal, state, and NYC government agencies (USDHS, NYSOFA, SED, DYCD, DOHMH, DFTA)
- Experience with MIP and government submission portals (HHS Accelerator, PASSPort, GrantsGateway) preferred
- Strong communication and documentation skills
- Ability to work cooperatively with all levels of staff and management
- Capable of prioritizing, multitasking, and working in a fast-paced environment
- Excellent attention to detail, problem-solving, and analytical skills
- Self-starter, quick learner, assertive, able to work independently and collaboratively
