Associate Vice Chancellor for Human Resources Services

The Virginia Community College System (VCCS) invites nominations and applications for the position of Associate Vice Chancellor (AVC) for Human Resources Services. Reporting to the Senior Vice Chancellor for Finance and Operations, and a key member of the Chancellor’s Cabinet, the Associate Vice Chancellor will lead human resource functions for the system office and in support of its 23 colleges, in alignment with the mission and strategic objectives of the VCCS.

Governor Mills Godwin created the VCCS in 1966. Two colleges opened, initially serving 7,500 students. Today, the VCCS is comprised of 23 colleges with 40 campuses, serving more than 230,000 students throughout the commonwealth. Headquartered in Richmond, the System Office employs more than 200 team members.

The Associate Vice Chancellor will develop and execute a comprehensive HR strategy aligned with the college system’s strategic plan and support its growth. This includes leading workforce planning and organizational development initiatives to manage staffing needs and improve efficiency across VCCS. The role involves monitoring HR metrics and trends to support data-driven decisions and continuous improvement. Responsibilities also include overseeing policy development, ensuring legal compliance, and mitigating risks related to employment law, Title IX, labor relations, and compensation. The AVC will foster a culture of innovation and accountability, adapting HR practices to meet evolving community college needs.
