The City of Thomaston is seeking an experiencedFinance Director to serve as the City’s chief financial officer and lead all financial operations. This position is responsible for planning, organizing, and directing the City’s fiscal activities, safeguarding public funds, ensuring transparency, and delivering accurate and timely financial information to support decision-making by the City Manager, Mayor, and City Council.

As Finance Director, you will be a strategic leader helping to shape Thomaston’s financial future.
Key Responsibilities
- Oversee accounts payable, customer service, cash receipting, payroll, utility billing, and meter reading functions.
- Supervise annual audit preparation and completion of the Comprehensive Annual Financial Report (CAFR).
- Prepare annual budgets and amendments, working closely with department heads and city leadership.
- Reconcile bank statements to trial balances and general ledger accounts; create journal entries.
- Produce monthly, quarterly, bi-annual, and year-end financial reports.
- Ensure compliance with GAAP, GASB, state and federal laws, and all municipal financial regulations.
- Manage the City’s internal control structure to protect assets and prevent fraud.
- Serve as liaison to external auditors and oversee the audit process.
- Maintain compliance with state records retention standards.
- Manage long-term debt instruments and oversee repayment schedules.
- Oversee investments, certificates of deposit, and other financial assets.
- Review and enforce utility rates, grant extensions, and other revenue-related policies.
- Oversee business license applications and renewals.
- Manage collection of taxes, fees, and other city revenues.
- Coordinate vehicle and property tag payments made on behalf of the City.
- Supervise finance department staff, providing leadership, mentoring, and performance evaluations.
- Participate in the development and execution of strategic plans and citywide goals.
- Represent the City in meetings with officials, auditors, bankers, vendors, and community stakeholders.
Required Knowledge, Skills & Abilities
- Knowledge of GAAP, GASB, state/federal financial laws, and municipal accounting principles.
- Strong leadership, supervisory, and team-building skills.
- Skill in preparing and presenting complex financial data clearly and concisely.
- Strong problem-solving and analytical abilities.
- Proficiency in financial management software and Microsoft Office Suite.
- Excellent oral and written communication skills.
Minimum Qualifications
- Bachelor’s degree in accounting, finance, public administration, or a related field.
- 3–5 years of progressively responsible governmental finance experience, including supervisory responsibilities.
Preferred Qualifications
- Master’s degree in finance, accounting, or public administration.
- Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) designation.
- Municipal or county government finance experience.
