Position Overview
The Commonwealth of Pennsylvania (PennDOT) is seeking an experienced .NET Front-End Developer to join the Medical Assistance Transportation Program (MATP) project development team. The project focuses on building digital solutions that allow Medicaid consumers to request reimbursements for out-of-pocket travel expenses and enable MATP administrators to manage these requests. Future phases may expand to include fixed route ticket reimbursements and other transportation assistance programs.
The developer will work under the direction of the project’s Technical Lead and Application Architect to write, test, and document code to implement system features and enhancements.

Key Responsibilities
Develop, test, and document front-end features using Angular, HTML, CSS, JavaScript (with jQuery/Bootstrap preferred).
Build and maintain back-end components using .NET Core 5+, C#, ASP.NET, RESTful APIs, SQL Server, and T-SQL.
Implement responsive, mobile-first designs with WCAG 2.1 AA accessibility compliance.
Work with Entity Framework/Dapper ORM for database interaction.
Use Visual Studio 2022, VS Code, Azure DevOps, Git for development and version control.
Incorporate accessibility standards (Section 508, ADA, WAI-ARIA) into the development process.
Apply design patterns, SOLID principles, and accessibility testing to deliver high-quality solutions.
Required Skills (8+ Years Each)
Front-End: HTML, CSS, JavaScript (jQuery/Bootstrap preferred), Angular (14+).
Testing: Jasmine, Karma, xUnit/NUnit.
Back-End: .NET Core 5+, C#, ASP.NET (MVC/Core), RESTful APIs.
Database: SQL Server, T-SQL, ORM (Entity Framework, Dapper).
Tools: Visual Studio 2022, VS Code, Azure DevOps, Git.
Other Expertise: Responsive/mobile-first design, accessibility (WCAG 2.1 AA, Section 508, ADA).
