About this Role:
The Capitated Rates Development Division is responsible for the development of managed care capitation rates for more than 10 million Medi-Cal beneficiaries in all of California’s 58 counties. Under the general direction of the Branch Chief, the Staff Services Manager II manages the daily and long-term activities of the Financial Management Section C. The Financial Management Section C has primary responsibility for all non-actuarial functions related to: development, analysis, and implementation of Medi-Cal managed care capitation rates for County Organized Health Systems (COHS), Geographic Managed Care (GMC), Regional, Single-Plan and Two-Plan model health plans; oversight of COHS, GMC, Regional, Single-Plan and Two-Plan model health plans’ financial viability and compliance with statutory, regulatory, and contractual requirements regarding financial matters; development of complex fiscal analyses and policy changes required for Medi-Cal budget assumptions (Local Assistance Estimate); and capitation rate setting for specialty health plans as well as financial analysis and program implementation activities for other Medi-Cal financial policy including directed payments and other provider payment arrangements or program areas as assigned. Duties may also include review of Medical Loss Ratio (MLR) calculations, complex regulatory issues, and economic, financial and policy analyses, including the development of conclusions and policy recommendations.

Telework Information
