Summary:

The Director of Security and Emergency Management is responsible for directing the District's safety and security program, initiating, researching, planning, and implement all activities related to enhancing the physical and psychological safety and security of students, staff, and the public. The Director of Security and Emergency Management will oversee safety and emergency preparedness throughout the District, and is responsible for the implementation of a comprehensive and integrated system that includes state-of-the-art technology, researched based best-practices, a well-trained workforce, and collaborative relationships with key stakeholders and community partners including the law enforcement and emergency management agencies that serve the District. The overall outcome objective is to develop a best practices program that continually enhances the District's safety and security posture to support teaching and learning while minimizing risk and liability

Essential Duties and Responsibilities:

Directs the planning, development and implementation of Districtwide safety and security strategy that utilizes available technologies, industry best practices, comprehensive training of personnel and collaborative relationships with outside agencies. Lead executive safety solution team and districtwide safety program. Maintains Districtwide records of security incidents. Monitors community crime trends and statistics that may impact school safety. Develops and maintains district-wide disaster plan and coordinates disaster preparedness exercises with outside emergency response agencies and serves as the district's representative on city and county disaster teams. Respond to District crises situations, including on-site crisis management, and after hour responses. Plans, implements and supervises security and safety programs. Monitors security and safety programs to assure the programs meet instructional goals and promote a high level of educational, professional, and ethical standards. Define and integrate safety/security guidelines with key instructional objectives, policies and regulations. Coordinate and integrate security/safety guidelines with key operational programs. Plan, budget and supervise security and Security and Emergency Management activities. Respond to police actions at Medford School District to assist in coordinating responses. Be available as the final choice on security alarm responses for all properties. Ensure that the safety and security policies of the District are in place by conducting surveys, inspections, and follow-up critiques. Assists District departments with investigations when requested. Assist in education so our community follows safe practices regarding students at home as well as in school. Advise, from a safety perspective, plans for new buildings and remodels providing the safest buildings for staff and students. Performs other duties as assigned. Supervisory Responsibilities:

Qualifications:

Education and/or Experience:

Bachelor's degree from an accredited college or university. A degree in Criminal Justice, Emergency Management, or related education or experience in law enforcement, military, or education related security services are desired. Five years of increasingly responsible professional experience, school safety and security programs, professional development to large audiences and other public safety related experience. Must be experienced in supervising staff and communicating with students and parents.

Interpersonal Skills:

Demonstrated high-level skill and ability to interact appropriately with all audiences, including but not limited to: the general public, parents, teachers, staff, and students; Ability to focus on solving conflict; maintain confidentiality; understanding communication in building a positive team spirit.

Language Skills:

Highest proficiency in English verbal and written communication with excellent grammar, spelling, and punctuation; preference may be given to applicants who are fluent in spoken and written Spanish with a demonstrated high-level Spanish literacy. The ability to respond to common inquiries or complaints from the general public, parents, students, or District staff; write complex reports, correspondence, and public relations messages, and respond to common inquiries from regulatory agencies.

Mathematical Skills:

Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals; high proficiency in using spreadsheets to create charts, presentations, or similar reports.

Reasoning Ability:

Ability to apply sound judgment and understanding in carrying out instructions furnished in written, oral or diagram form; work with problems involving several concrete variables in standardized situations.

Computer Skills:

General knowledge of computers and the ability to use database software, e-mail, internet, spreadsheets, teaching software, and word processing software.

Certificates, Licenses, Registrations:

A valid Oregon Driver's License is required.

Ability to conduct research, collect and analyze data and prepare written and oral reports. Ability to analyze, classify and rate risks, exposure and loss expectancies Ability to communicate effectively, both verbally and in writing. Ability to interpret, analyze and present information from various regulatory agencies in an appropriate form geared towards a targeted audience. Experience supervising staff.
