Subcontracts Manager

Supervising Subcontract Administrators that require managing various complex government or commercial contracts such as CPFF, T&M, FFP from cradle to grave. The Subcontracts Manager conducts administration of government and commercial subcontracts. Essential Functions Provide strategic oversight of the subcontract administration process, including the development and execution of subcontracting strategies that align with organizational objectives and project requirements. Lead high-level negotiations for complex subcontracts, ensuring favorable terms and compliance with FAR, DFARS, and other regulatory requirements. Navigate challenging contractual issues with subcontractors and internal stakeholders. Identify and assess risks related to subcontractor performance and compliance. Develop and implement risk mitigation strategies, ensuring adherence to all contractual obligations and regulations. Act as a key liaison between subcontractors, internal departments (such as legal, finance, and project management), and government clients. Facilitate communication and collaboration to ensure project success. Develop, update, and implement subcontracting policies and procedures to enhance efficiency, compliance, and best practices within the organization. Provide leadership and mentorship to junior and mid-level subcontract administrators. Foster a culture of continuous improvement and professional development within the team. Oversee the monitoring of subcontractor performance against contractual requirements and performance metrics. Prepare and present detailed reports on subcontract performance and compliance to senior management and stakeholders. Lead internal and external audits related to subcontract administration. Address audit findings and implement necessary corrective actions to ensure compliance and improve processes. Manage the closeout process for subcontracts, ensuring all contractual requirements are fulfilled, deliverables are received, and final payments are processed in accordance with company policies and regulatory standards. Supervisory Responsibilities This position has the responsibility and authority to carry out assigned tasks. Knowledge, Skills, & Abilities: Supervise Subontract Administrators to ensure compliance with customer, contractor and corporate obligations. Comprehensive understanding of FAR, DFARS, and government procurement regulations. Proven ability to navigate complex regulatory frameworks. Proven experience leading negotiations for complex and high-value subcontracts, with a focus on risk management and compliance. Strong analytical skills, with the ability to assess risks, develop strategies, and make informed decisions. Outstanding verbal and written communication skills, with the ability to effectively present information to diverse audiences, including senior executives and government officials. Proficient in Microsoft Office Suite (Excel, Word, Outlook) and experienced with contract management software. Required Qualifications: Bachelor's degree in Business Administration, Contract Management, Supply Chain, or a related field; Master's degree is highly preferred. (Equivalent experience may be considered.) Minimum of 7-10 years of experience in subcontract administration or subcontracts management, with significant experience in government contracting environments. Strong leadership skills with experience managing and developing teams. Ability to foster a collaborative work environment and drive results. Preferred Qualifications: Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), or other relevant certifications preferred. Active security clearance (e.g., Secret, Top Secret) or the ability to obtain a security clearance if required. Extensive experience in specific sectors such as defense, aerospace, IT, or other regulated government industries.
