A non-merit vacancy exists in the Department of Economic andWorkforce Development. Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. Schedule 34 hours/week, plusexcellent County benefits. (Monday-Friday with possible weekend and evening hours as needed.) Job Purpose Under general supervision, the Career Consultant position provides workforce development services including basic career services, group and individual career coaching, assessments, referrals to jobs, partner services, training, and follow-up services for unemployed and underemployed residents of Baltimore County to assist them in achieving economic self-sufficiency through full-time employment. Examples of Essential Job Duties Assesses customer’s work history, formal education, training, skills, abilities and interests to determine overall preparation and readiness for Workforce Innovation and Opportunity Act employment and training services Assists customers with developing a customized employment plan based on their background and employment goal. Identifies and makes referrals to workforce services, programs and partners that help customers reduce or overcome barriers to employment. Collaborates with intra-departmental teams to seamlessly connect job seekers with specific employment and training activities. Applies a strong working understanding of the State of Maryland’s required data management system, Maryland Workforce Exchange, to accurately and completely document services, case notes and follow-up activities. Maintains customer records in both electronic and paper customer files. Using the Internet and Departmental management reports, maintains up-to-date knowledge of available training programs including entrance requirements, competency systems and performance outcomes. Delivers and assists in the development of orientations, workshops and other job seeker service activities. Prepares routine correspondence (i.e. memos, letters, case notes). Completes all required forms, reports, etc. associated with the above responsibilities.

Examples of Other Duties Performs other duties as assigned, by supervisors and management, to ensure flexibility and adaptability to meet changing Department needs. May drive Mobile Career Center. Required Qualifications Graduation from an accredited college or university with a bachelor's degree with two years of related experience preferred. Additional education may be substituted for the required work experience on a year for year basis, for up to two years. Relevant work experience may be substituted for education requirement on a year for year basis up to a maximum of four years. Must have a valid Maryland Driver License and reliable transportation appointment. Preferred Experience Specific experience in the area of workforce development or career/employment consultation preferred.

Knowledge, Skills and Abilities

Knowledge of current career tools, services and resources. Experience with current résumé and interviewing techniques. Experience administering and interpreting educational and career aptitude assessments.

Experience with automated Case Management Systems. Intermediate level skills using MS Office Applications (Word, Excel, and PowerPoint), Internet & Internet Email Accounts, various computerized tutorials, and computer job search tools. Prior experience with case management using the Maryland Workforce Exchange preferred. Takes initiative when working with job seekers, employers, internal/external staff and partners. Able to motivate and encourage job seekers toward achieving career success. Able to demonstrate strong interpersonal skills when providing one-in-one job seeker consultation and guidance. Able to assess and offer sound judgement when referring job seekers to Workforce Innovation and Opportunity Act employment and training services. Able to analyze published local and state labor market information to help job seekers make thorough career decisions. Able to work efficiently, effectively, and non-competitively as part of a team. Extremely organized with the ability to multi-task. Ability to maintain confidentiality. Able to facilitate group presentations both virtually and in-person. Able to work in any Baltimore County Career Center, Mobile Career Center or partner office. Bi-lingual skills desirable. May drive Mobile Career Center.

Proof of Licenses, Certifications and Education Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferredqualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Proof of Degree Equivalency Applicants who have obtained a degree from outside the United States of America are required to submit degree equivalence documentation from World Education Services, Inc.

EXAMINATION PROCEDURE Applicants will be qualified based on an evaluation of their training and experience, as stated on their application. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Physical and Environmental Conditions

The work of this classification is essentially sedentary, but may involve occasional walking, other limited physical activity and occasional travel between work sites using personal vehicle. Able to work in any Baltimore County Career Center, Mobile Career Center or partner office. Must have a valid Maryland Driver License and reliable transportation at time of appointment. Employment Background Investigation Applicants selected for an appointment to a position in Baltimore County must successfully complete an employment background investigation, including, but not limited to a criminal background, education, driver's license and fingerprint check.
