Section Chief, State Financial Aid Program Administration and State Authorization

to oversee two core functions: administering the state’s scholarships and grants, forgivable loans, and income bonus programs; and managing state postsecondary school authorization and consumer protection. The Section Chief leads two teams, each dedicated to the core functions. Your Responsibilities

What you’ll do: State Scholarships and Grants (50%): Develop overall strategy and direction for the state financial aid programs including the administrative and fiscal operations of the federal, state, and privately funded scholarship, grant, loan repayment, and income bonus programs administered by the bureau. Postsecondary Registration and Authorization (30%): Develop overall strategy for and oversee the state's postsecondary school authorization process, including compliance with federal, regional, and state policies and administrative rules. Budget and Fiscal Management (10%): Develop and manage the section’s annual budget, including revenues from state appropriations, program funds, fees collected, and interest earned on fund accounts. Maintain oversight of all program funds within the section. Legislative and Administrative Rules (10%): Support the department's designated liaison to the Iowa General Assembly by providing subject matter expertise and representing the section on matters relating to financial aid program and state authorization operations; reviewing relevant state legislative bills and amendments affecting the section's programs. Your Background – What you bring: A passion for leading and managing a diverse portfolio of financial aid programs; Deep experience administering financial aid programs at a state agency and/or accredited institution of higher education, including 3+ years in a leadership or management role. Strong understanding of relevant financial aid data systems, including the secure use of Individual Student Information Record (ISIR) and Federal Processing System (FPS) data; Experience utilizing broad functions of Microsoft Excel or Google Sheets; Experience with the Iowa College Aid Processing System (ICAPS); Experience interpreting and implementing state or federal financial aid policies and administrative rules. 209 Student Loan/Financial Aid: 6 months experience, 12 semester hours, or a combination of both in the administration of college financial aid programs, and/or banking or lending institution or loan servicer involvement as a student loan officer. Specifically applies to work with programs that assist students in seeking finances for college.

OR

216 Financial Aid: 6 months experience, 12 semester hours, or a combination of both in one or in a combination of more than one of the following:

Educational financial aid Educational loans and grants Income maintenance

AND

563 Educational Policy: Applicant should demonstrate a minimum of 1 year experience, 12 semester hours, or a combination of both in the area of developing and managing local, state, or federal educational policy. 1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.

2) Eight years of full-time work experience in program administration, development, management, or operations.

3) All of the following (a and b): a. Four years of full-time work experience work in program administration, development, management, or operations; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 4) All of the following (a, b, and c): a. Two years of full-time work experience work in program administration, development, management, or operations; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
