Position Title: Deputy Director of Electrical Engineering Department: Electric Grade: 8 Employment Status: Full-time

FLSA Status: Exempt

GENERAL NATURE OF WORK: This is highly responsible professional, administrative and supervisory work in, planning, directing, and managing the activities, personnel, and resources of the Electric Department. An employee in this class is responsible for assisting with the operations of the Electric Department. Duties are performed under the limited direction of the Director of Electric Operations. EQUIPMENT & JOB LOCATION: This position requires general knowledge of office equipment, including: personal computer, software applications, telephone, and copy machine. The primary work site is in Electric Administration Building. Attendance at meetings may take place inside or outside the City of Lebanon. ESSENTIAL FUNCTIONS – EXAMPLES OF DUTIES: Assists in all operations of the Electric Department. Supervises assigned personnel, assist with training plans, performance reviews and improvement plans. Assist in negotiating and implementing the Collective Bargaining Agreement. Designs and prepares plans and specifications for construction of overhead and underground electric transmission and distribution systems. Researches, develops and administers policies and procedures for the electric division. Assists with the development and implementation of the capital improvement plan and annual budgets. Assists with the development of electric utility rates and charges for service. Communicates with developers, engineers, architects, other professionals and the general public regarding questions and complaints; reviews and approves or makes recommendations prior to approval on plans submitted by developers, contractors, and telephone companies Inventories and requisitions materials needed for department work Meets with property owners to obtain easement rights for electric utilities Prepares and maintains records, reports or other related documentation as required Serves as liaison between department and other utilities, civic groups, political subdivision or the general public Assists other departments of the city when necessary. Responds to complaints and requests for information from citizens. Performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current concepts and practices of Electric management. Thorough knowledge of the local laws and ordinances pertaining to Electric Distribution. Thorough knowledge of electric distribution and transmission engineering and operating procedures and standards Thorough knowledge of electric distribution/production regulatory requirements. General knowledge of computer systems and other office equipment. General knowledge of the occupational hazards and corresponding safety precautions necessary for the safe performance of assigned duties. Ability to plan, schedule, direct, and coordinate the work and operations of the department. Ability to exercise considerable independent judgment and discretion in carrying out daily operations. Ability to establish and maintain effective working relationships with city officials, fellow employees, other city employees, and the general public. Ability to deal professionally, tactfully, and courteously with the general public. Ability to handle confidential information. Good written and oral communication skills. Ability to work under the limited direction of the Director of Electric Operations.

DESIRABLE TRAINING AND EXPERIENCE: Minimum qualifications includes a bachelor’s degree in electrical engineering, from an accredited university, with at least five years of technical engineering-related experience.

Engineering Intern (EI or EIT) professional certification is preferred. ADDITIONAL SPECIAL REQUIREMENTS: Possession of, or ability to obtain promptly, a valid Ohio Driver’s license with good driving record and the ability to be covered under the City’s insurance plan. Ability to work other than normal working hours as necessary. Ability to perform work in all weather conditions. Qualified candidates should hold a B.S. degree in Electrical Engineering through an ABET accredited university, at least five years of documented electric utility experience in either the public or private sector, possess a valid State of Ohio Driver's License, and have outstanding communication and public service skills. Engineering Intern (EI or EIT) professional certification is preferred.
