Function

: Under limited supervision of the Deputy Director, Finance, provides leadership by planning, directing, coordinating, and managing staff responsible for strategic financial planning, rate setting, debt management, wholesale customer contracts, cash management, investment management, and assists with the financial administration of the Fairfax Water Retirement Plan. Ensures compliance with Fairfax Water policies and the provisions of the General Trust Indenture. Responsibilities: Oversees the strategic financial planning model to ensure compliance with Fairfax Water’s debt management policy and trust indenture requirements. Manages periodic external cost of service studies and the annual rate setting process. Works with finance staff to develop specific rates, fees, and charges for retail and wholesale water service in conjunction with Fairfax Water’s strategic planning process. Develops short and long-term strategic financial planning models and monitor projections to determine if changes are needed in rates, fees, and charges. Works closely with accounting staff to complete the annual operating budget and provides water sales and revenue projections for retail and wholesale water service. Provides support to ensure compliance with Fairfax Water’s rules, rates, and regulations. Manages debt issuance and existing debt to ensure compliance with debt covenants and IRS compliance regulations. Coordinates bond rating agency reviews and ensures compliance with continuing disclosure requirements. Facilitates the issuance of bonds including coordination and input from staff to prepare the offering statement, presentations for rating agencies, and to provide any other financial or operational information needed to successfully complete the bond sale. Manages wholesale customer contracts ensuring compliance with all agreements. Works with Director, Finance in collaboration with staff and legal to create and maintain wholesale customer contracts and agreements. Manages the wholesale customer rate setting process and annual billing reconciliations. Prepares and makes effective oral and written presentations to wholesale customers. Oversees cash and treasury management functions and manages banking relationships. Collaborates with Investment Advisors and monitors all investment related activities for Fairfax Water and Fairfax Water’s Retirement Plan. Monitors cash flow projections. Coordinates the annual actuarial valuation for Fairfax Water’s Retirement Plan and other post-employment benefit (OPEB) plans. Reviews reports prepared for the actuary. Assists with the financial administration of the Fairfax Water Retirement Plan. Prepares and/or validates annuity calculations and retirement letters and ensures accurate and timely retirement payroll processing. Maintains the social security breakpoint and 415 maximum retirement benefit tables in the SAP Retirement System and performs independent validation of annuity calculations. Works with staff to perform annual review of 415 maximum retirement benefit limits to ensure compliance with the Fairfax Water Retirement Plan and IRS regulations. Works with staff to complete annual benchmarking surveys and water audits. Assists in evaluating and improving operating efficiencies within the Finance Division. Reviews weekly, monthly, quarterly, and annual financial and operational reports. Ability to compile data, draw sound conclusions, and recommend courses of action. Identifies and evaluates potential improvements to finance practices and procedures and makes recommendations to senior staff. Prepares and reviews financial reports and documents for Board meetings. Attends Finance and Audit Committee meetings and prepares minutes as required. Develops and maintains effective working relationships with all stakeholders. Prepares effective oral and written presentations and documents as requested. Effectively communicates with staff to ensure that new practices, processes, and procedures are implemented appropriately. Ensures cross training of staff and oversees the creation and maintenance of standard operating procedures. Performs ad hoc financial analysis and other special financial studies. Meets critical deadlines of department operational programs. Performs other duties as assigned or required. Graduation from an accredited four-year college or university with a bachelor’s degree in accounting, finance or other closely related field and a minimum of ten years of progressively responsible experience in finance or public utility management. Five years of supervisory experience with the ability to plan, direct, and supervise the activities of professional and technical accounting staff. CPA, CPFO certification, or a master’s degree is required. Comprehensive knowledge of current governmental and generally accepted accounting principles (GAAP), methods, and practices. Comprehensive knowledge of theories and practices of public finance, including financial planning, financial modeling, rate setting, contract management, debt management, cash management, and investment management. Comprehensive knowledge of retirement plans and OPEB administration, including plan interpretation, financial reporting, actuarial valuation analyses, and experience studies. Strong experience with enterprise resource programs. SAP experience preferred. Strong Microsoft Office experience with advanced Excel skills. Strong organizational skills with the ability to effectively multi-task. Ability to work accurately with numbers within a deadline driven environment. Ability to communicate effectively, both verbally and in writing. Ability to travel for meetings and attend Board meetings as needed. Must pass a controlled substance (drug) test for employment.
