Job Overview

The NIWC USCG IPT is seeking a SME V who will act as a senior level liaison providing Technical Advisory and day-to-day interactions between NIWC and the US Coast Guard, specifically at the Service Center located in Portsmouth. The SME V will support Chugach and IPT leadership on a day-to-day basis at USCG Service Center Portsmouth.

This position may work remotely based out of the Hampton Roads area with requirements to be onsite for key meetings or weekly syncs. Travel (up to 15%) may be required. Work Model: Onsite Responsibilities

Essential Duties & Job Functions:

Working with the senior CG Service Center level Officers and Civilians developing plan and implement new and existing enterprise level projects. Provide on-site support for NIWC within the USCG Service Center, supporting the local product lines. Provide weekly briefs to both NIWC and CG Leadership on initiatives and status of projects. Provide recommendations and information to ensure all projects are delivered on-time, within scope, and within budget. Assist in defining project scope, objectives and deliverables, involving all relevant stakeholders while ensuring technical feasibility. Assist in the development of detailed project plans to monitor and track progress and deliverables. Share project plans with stakeholders, while taking ownership of updating and improving tracking mechanisms. Evaluate and make recommend changes to project scope, project schedule, and project costs using appropriate verification techniques. Promote and maintain communication between the project team and project sponsor, and other relevant stakeholders. Propose and manage new mechanisms to improve project workflow efficiencies, and proactively identify points of weakness and inefficiency working with project leads to identify solutions. Assist with the measurement project performance using appropriate tools and techniques. Report project progress as well as problems and solutions to stakeholders and escalate as needed. Perform risk management to minimize project risks. Track project performance to analyze successful completion of short and long-range goals. Identify delays and propose solutions to prevent future delays, while improving overall delivery schedule. Recommend strategies, policies, and procedures by evaluating organizational outcomes; identifying problems; evaluating trends; anticipating requirements. Provide strategic advisory services to NIWC Atlantic USCG IPT Leadership. Provide organizational and technical advice, opinions, alternatives, conclusions, recommendations, direct assistance, analyses, evaluations and liaison with government officials that directly support the services required in active contracts with NIWC Atlantic USCG IPT. Assist NIWC Atlantic USCG IPT Leadership with emergent USCG/customer engagement opportunities. Accountable For: Ensure customer satisfaction through project debrief with clients. Review all project statuses and project completion paperwork. Provide advisory on engineering and strategy to NIWC USCG IPT Leadership.

Job Requirements

Mandatory:

Bachelors Degree from an accredited institution or 20 years of engineering experience. Five (5) years of experience working within the CG Service Center Twenty (20) years of relevant DOD/DHS experience. Have a current SECRET Security Clearance or higher. Must be able to successfully pass a pre-employment background check and pre-hire drug test. Working Conditions: The work will be performed remotely. Travel of up to fifteen percent of the time.
