Senior Real Estate Expert
Serves as the district's senior real estate expert, managing programs for encroachment resolution, property disposal, and land management. Oversees staff, provides technical guidance, and represents the agency in negotiations with stakeholders. Ensures compliance with laws, regulations, and policies to protect and manage government property interests. Responsibilities: Lead the district's encroachment resolution program, ensuring compliance with Federal laws, regulations, and policies. Direct and coordinate complex real property management and disposal actions. Serve as subject matter expert on sensitive real estate issues and provide technical guidance to staff. Represent the agency in negotiations with landowners, government officials, and stakeholders. Oversee compliance inspections, utilization studies, and corrective actions. Specialized experience for GS-12: One year of specialized experience which includes: 1) Managing Real Estate programs; 2) Leading teams, assigning tasks, and/or reviewing work for accuracy and timeliness; 3) Resolving complex property issues; 4) Meeting with stakeholders to negotiate agreements and/or solve property conflicts. Specialized experience for GS-13: One year of specialized experience which includes: 1) Managing complex real estate programs, including encroachment resolution and disposal of federal property; 2) Leading negotiations for high-value, sensitive, or policy-challenging real estate transactions; 3) Supervising staff, setting priorities, and/or evaluating performance; 4) Coordinating with multiple stakeholders to resolve disputes and ensure compliance; 5) Overseeing program budgets, schedules, and performance to meet agency goals. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Compliance Inspection Contracting/Procurement Negotiation Organizational Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent: For GS-13: 52 weeks at GS-12 or above. For GS-12: 52 weeks at GS-11 or above. Education: Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
