Job Description - PURPOSE: The purpose of this position is to perform budget analysis, accounting, and financial reporting for the Milton School Department; perform all other related work as required. The Budget Analyst is responsible for maintaining and improving the efficiency and effectiveness of all areas under their direction and control. ESSENTIAL DUTIES AND RESPONSIBILITIES: (The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Maintains a complete set of financial records for all school accounts. Implements the district's accounting system and procedures; provides timely and accurate financial information and ensures integrity of the financial data by instituting proper controls; ensures that no claim or payable against the district is fraudulent, unlawful, or excessive, as prescribed by Massachusetts General Laws. Supports payroll and accounts payable processing and provides coverage/support for both roles as needed Provides support to the Assistant Superintendent of Finance and Operations through the annual budget process. Examines all vouchers and payrolls for appropriateness of expenditure, and for accuracy and availability of funds before payment; ensures compliance with state procurement laws. Reconciles all district funds with the town accountant's general ledger. Prepares reports to track financial activity of all scholarships and state and federal grants; ensures funds are reconciled on a monthly basis with the town accountant. Prepares monthly drawdowns of state and federal grant funds on the Edgrants system. In addition, monitors actual to budget spending and ensures grants are being spent according to the application. Works with school staff on amendments to the original application. Prepares final reports for all state and federal grants. Tacks financial activity and revenue from various school activities and reconciles accounts. Receives cash receipts from various departments: posts amounts into the general ledger. Reconciles accounts receivable with department heads. Prepares the End of Year Report for the Department of Elementary and Secondary Education (DESE) requiring preparation of various allocations according to DESE guidelines. Reconciles monthly MTRS reports on the MyTRS system. Works closely with MTRS staff to ensure teacher retirement is correctly recorded. Prepares quarterly reports for NEMB for the medicaid reimbursement. Provides general business office support for multiple departments, including but not limited to, transportation, custodial, food service, and Community schools. Has frequent contact with School Department staff, co-workers, the Town Accountant, Town Treasurer, vendors, external auditors and the Department of Education. Has access to budget related confidential information. Regular attendance and punctuality in the workplace are required. Performs similar or related work as required, directed or as situation dictates.
