Principal Subcontracts Administrator

CACI is currently looking for a motivated, career and customer-oriented Principal Subcontracts Administrator to join our dynamic, cross-functional, and geographically distributed team in Melbourne, FL. In this role you will play a key part in supporting the delivery of high-performance RF hardware, firmware, and software products, and innovative, practical, multi-function RF systems solutions that address emerging missions of national importance for customers across the Department of Defense. This position is located at our Melbourne, Florida, office with occasional overnight travel to key suppliers. Responsibilities: Serve as the subcontract management subject matter expert of complex/critical procurement activity supporting both indirect/overhead spend and direct/customer spend. Lead all aspects of the subcontract acquisition process from proposal stage through program award, execution, and closeout: Define requirements with Program Management and Engineering, Generate Supplier Statements of Work (SOW), Conduct market research and source selections, Prepare and issue solicitations including RFQs, RFPs, RFI, etc. Analyze Supplier Proposals/Quotes using price/cost analysis techniques for negotiating and definitizing awards, Maintain Procurement/Subcontract file documentation to ensure compliance to all internal and Government FAR/DFAR/DPAS/CPSR procurement regulations, Serve as a responsible party for supplier invoice approvals, dispute resolution, and PO/Subcontract closeout Collaborate with key internal stakeholders such as Contracts, Engineering, Quality, Material Planning, Operations, Program Management, and Finance. Manage and report supplier/subcontractor cost, schedule, and technical performance, while ensuring CACI and Customer objectives are met. Develop, manage, and grow strategic relationships with Suppliers to achieve Program, Customer, and corporate goals for sales, orders, and profit. Use negotiation expertise to include drafting and negotiating contract vehicles, including Subcontracts, Letter Subcontracts, Teaming Agreements, Non-Disclosure Agreements, and Sole Source Agreements. Establish and manage contractual milestones, such as preliminary and critical design reviews and other schedule goals of the Program. Initiate corrective action measures and recovery plans with Suppliers when necessary and assess trends in performance to prevent delays or cost overrun. Apply ingenuity and innovation to drive solutions to complex subcontracting problems and identify areas for supplier performance improvement and cost reduction. Serve as initial point of contact for Subcontracts issues. Expertise in managing complex subcontracts, including hardware, software, complex services subcontracts, critical components and assemblies, and fabricated / machined items. Qualifications: Required: US citizenship due to contract requirement and nature of the work Bachelor's degree in Business Administration or related or equivalent experience US Citizenship and the ability to gain a Secret security clearance Minimum 9 years' experience in government contracting procurement/subcontracts environment managing supplier performance in the areas of technical scope, schedule, and cost Advanced skills with using Microsoft Office (Excel, Outlook, etc.) Preferred: TS/SCI security clearance 12 years' experience working in a procurement/subcontract role in defense contracting Master's degree in Business Administration or related field Deltek Costpoint experience Excellent written and verbal communication skills with internal and external stakeholders What You Can Expect: A culture of integrity. Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
