Today Portsmouth, VA (On-Site/Office) Duties
You will review and resolve benefits issues. You will mentor and train junior staff by providing on-the-job training, explaining Federal regulations, and policies and procedures, instructing on automated systems, and reviewing the work of the trainee(s) for compliance with instructions. You will determine eligibility for disability retirement, optional retirement and mandatory special retirement provisions and prepare retirement annuity estimates. You will review proposed retirement and benefits legislation and make recommendations and draft Department of the Navy (DON) responses. You will prepare/conduct briefings regarding retirement and benefits for serviced employees. You will compose letters to respond to customer inquiries for supervisor's review and appropriate signature and develop responses to Congressional inquiries. You will resolves retirement issues which require the understanding and application of retirement laws, regulations and procedures. You will determine eligibility for disability retirement, optional retirement and mandatory special retirement provisions and prepare retirement annuity estimates. You will counsel employees regarding Thrift Savings Plan (TSP) and Federal Employee Health Benefits (FEHB) before and after retirement and their eligibility to continue FEHB and Federal Employee Government Life Insurance (FEGLI) coverage. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Specialized experience must demonstrate the following: experience in retirement or benefits work, such as two or more of the following-determining and advising on complex cases involving eligibility for disability retirement, optional retirement, and/or mandatory special retirement provisions and preparing comprehensive retirement annuity estimates; interpreting and applying retirement and benefits laws, regulations, and procedures to novel or sensitive cases; reviewing and evaluating proposed retirement and/or benefits legislation and making formal recommendations or drafting official responses; instructing on and overseeing the use of automated systems and conducting quality reviews of staff work for compliance with policy and procedures; resolving highly complex or precedent-setting retirement or benefits issues; and leading or delivering briefings and training sessions for employees, leadership, or external stakeholders. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience in retirement or benefits work, such as two or more of the following-independently determining eligibility for disability retirement, optional retirement, and/or mandatory special retirement provisions and preparing detailed retirement annuity estimates; applying and interpreting retirement or benefits laws, regulations, and procedures to a wide range of cases; reviewing proposed retirement and/or benefits legislation and contributing to recommendations or draft responses; training others on automated systems and reviewing the work of peers or trainees for compliance with established guidance; researching, analyzing, and resolving retirement or benefits issues; and preparing and facilitating briefings or training sessions for employees, leadership, or external stakeholders.
