This vacancy is for a GS-0950-5/7/9, Paralegal Specialist located in the Department of Homeland Security, U.S. Coast Guard, CG NVDC COMMERCIAL VESSEL DOCUMENTATION DIVISION -NVDC-1.

To qualify at the GS-

05

grade level,

applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-04 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience

must

include the following: Analyzing documentation applications and makes the initial decision concerning their acceptability; Dispensing documentation forms and applications to the public either directly or through electronic or mail modes; Preparing abstracts of title and certificates of ownership by searching vessel records for liens, mortgages, and other recorded transactions; Computing and assessing documentation fees. OR Applicant must have successfully completed a 4-year course of study leading to a bachelor's degree in an accredited college or university in any field.

To qualify at the GS-

grade level,

applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-05 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience

must

include the following:

Searching files of precedent decisions and regulatory material; Reviewing documents to extract data and information relating to specified items; Reviewing and summarizing information in prescribed format on case precedents and decisions. OR Applicant must have 1 full year of graduate level education OR Superior academic achievement

To qualify at the GS-

grade level,

applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience

must

include the following:

Determining actions needed to resolve issues and problems and acceptable documentation needed; Recording and indexing legal instruments including preferred and chattel mortgages, liens, assignments; Preparing Certificates of Documentation, forms, and legal instruments such as certificates of ownership, abstracts of title, and endorsements of preferred mortgages and satisfactions of mortgage. OR Applicants must have a master's or equivalent graduate degree OR Applicants must have 2 full years of progressively higher level graduate education leading to such a degree OR Applicants must have LL.B. or J.D., if related

NOTE: Education

CAN

be substituted for experience at this grade level (MUST SUBMITT TRANSCRIPTS).
