Under the close supervision of the Senior Mineral Resources Engineer, the Energy and Mineral Resources Engineer witnesses, evaluates, monitors, and inspects the less difficult engineering operations of the lessees of the State in order to ensure lease provisions and state and federal regulations are adhered to. This position is required to have a valid CA driver's license and drive a vehicle on official State business.

The successful candidate may initially be required to be in the office at a greater frequency than the mandatory 2 days per week for onboarding and training purposes.

Note: Posted salaries do not reflect the 2 - 4.62% pay reduction in exchange for 3.5 - 8 hours per month of leave arising from the Personal Leave Program 2025. Information related to salary reductions is available in Section 2113 of the CalHR Human Resources Manual.

Working Conditions

-This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the State Lands Commission policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position's designated headquarters location, as indicated on their duty statement, at their own expense.

-Work is performed in an office workplace and in the field.

-Some of the engineering review and surveillance is conducted on-site including

offshore platforms, remote onshore natural gas locations, geothermal regions of the state, and onshore coastal sites.

-Work inside and outside in varying temperatures as needed.

-Willingness to travel by vehicle, ocean vessel, or helicopter to access different facilities or drilling sites.

Operate a personal or State vehicle to travel on official State business; must have a valid California driver's license.

-Must be able to pass swing rope test and be certified.

-Must be able to pass H2S training and be able to wear self-contained breathing apparatus (SCBA).

-Field activities are conducted 24 hours a day; must be available to work after hours if necessary.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

-Possess Engineering degree with major work in petroleum engineering.

-Drilling and abandonment engineering experience in the private oil and gas sector.

-Ability to communicate clearly and effectively both orally and in writing.

-Ability to analyze and assess complex technical issues for drilling and abandonment procedures.

-Understanding of well control procedures and hands-on training in well control.

-Knowledge and understanding of well completion and abandonment procedures used in California.

-Knowledge of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).

General Qualifications: Ability to adhere to the general qualifications outlined in California Code of Regulations 2 CCR 172 .
