Leidos National Security Sector (NSS) is seeking a highly experienced and skilled mission-driven Civil Affairs Planner to support APOLLO/OPIAS in Qatar.

This role will support Operations in the Information Environment (OIE) initiatives under the J39 directorate by leveraging advanced data analysis techniques to extract actionable insights. The candidate will be responsible for analyzing complex data sets, developing predictive models, and providing data-driven recommendations to enhance information campaigns. This position is on a future contract pending award announcement. Possible locations for this position include: MacDill (Tampa, FL) Al Udeid (Qatar) Fort Meade (Maryland) Northcom (Colorado Springs, CO) Camp Humphreys (Korea) Arifjan (Kuwait) Joint Base Pearl Harbor-Hickam (Hawaii) Fort Eisenhower (Georgia) Offutt AFB (Omaha, NE) Naval Operating Base Norfolk (Virginia) Southcom (Doral, FL) JB San Antonio (Texas) Stuttgart (Germany) Vicenza (Italy) Tyndall AFB (Florida) Key Responsibilities: Analyze structured and semi-structured data sets, including opinion research, social media big data, and secondary-source indices. Develop data visualization and quantitative analysis methods for the team. Create automated approaches using AI/ML and NLP to streamline data input into the C2IE system. Support research design and data integration from various sources, including HUMINT, SIGINT, OSINT, and GEOINT. Apply advanced analytical techniques to identify trends and patterns. Develop predictive models for influence operations and behavioral targeting. Collaborate with OIE planners, analysts, and data engineers for effective data utilization. Visualize insights through dashboards and reports for decision-makers. Evaluate the effectiveness of OIE campaigns using data-driven methods. Stay current on emerging data science techniques relevant to OIE. Provide strategic recommendations based on data analysis to senior leadership. Design data visualizations and quantitative analyses to support mission needs. Review statistical data from team members, agencies, and CCMD assets. Assess reliability and validity of empirical studies for theater use. Contribute to analytic projects evaluating the Information Environment for various CCMDs through Leidos Checkmate. Basic Qualifications: Bachelor's degree in Data Science, Computer Science, Mathematics, Statistics, or a related field 8+ years of experience in data science, focusing on predictive analytics, machine learning, and statistical modeling Experience with data visualization tools (Tableau, Power BI, Matplotlib) Experience with NLP and text analytics Proficiency in Python, R, SQL, and frameworks like Scikit-learn, TensorFlow, PyTorch Strong problem-solving and critical-thinking skills Knowledge of data security protocols for classified environments Active TS/SCI security clearance Preferred Qualifications: Graduate degree (MS, PhD) in Data Science or related fields Experience supporting Joint Intelligence or U.S. Geographic Combatant Commands Experience with analytic tools (Open.IO, Echosec, Babel Street, Scraawl) Experience with geospatial tools (ArcGIS, QGIS) Experience with data analysis tools (SPSS, STATA, IBM Watson) Proficiency with cloud platforms (AWS, Azure, GCP) and containerization (Docker, Kubernetes) Experience with C2IE Experience briefing senior military leadership (O-5 and above) Expertise in OSINT, including social media monitoring and analysis Ability to conduct complex data queries and scripting for automation Come break things (in a good way).
