Position Overview:
This posting is for up to 5 Program Managers in the program areas of Administrative, Infrastructure, Justice, Law Enforcement and Commissioners Court.
In Harris County Universal Services, the IT Program Manager is responsible for managing and coordinating technology programs and related projects across Harris County departments. This role involves overseeing the successful execution of assigned programs within portfolios, ensuring alignment with organizational goals, managing resources, and facilitating collaboration amongst cross-functional teams. The Program Manager plays a key role in driving program delivery, resolving issues, and ensuring high quality outcomes and compliance throughout the life cycle.
Job Responsibilities:
Program Management & Execution
Plan and manage an IT program with related projects that are aligned with HCUS and stakeholder department strategies.
Oversee project charter scope, timelines, milestones, and deliverables.
Track program performance against goals, schedules, and budgets.
Identify and mitigate risks, issues, and dependencies affecting program success.
Stakeholder Engagement Coordinate communication among stakeholders including business units, IT leadership, vendors, and other departments.
Regularly meet with and provide status updates, dashboards, and reports to leadership and stakeholders.
Act as a liaison between technical teams and non-technical stakeholders to ensure shared understanding of goals and constraints.
Project Coordination & Oversight Support and collaborate with Project Managers to ensure individual projects align with the programs objectives and timeline.
Monitor progress, resource usage, and key deliverables across projects.
Assist in resolving conflicts or roadblocks that arise within or between projects.
Team Collaboration & Support Work with cross-functional teams including technical leads, business analysts, and operations teams to execute on program objectives.
Support a collaborative team culture with a focus on accountability, transparency, and continuous improvement.
Provide guidance and direction to project team members and support development of best practices.
Process & Governance Follow and support the implementation of established program and project management methodologies.
Ensure documentation, reporting, and compliance practices are adhered to.
Contribute to process improvements and program governance standards.
Quality Assurance Ensure delivery of high-quality outcomes through adherence to quality management processes.
Support testing, user validation, and program review processes.

Experience: 7+ years of experience in program or project management, ideally in IT environments.
Knowledge, Skills, and Abilities: Proven track record managing complex, cross-functional programs with multiple stakeholders.
Familiarity with project management tools and methodologies (e.g., Agile, PMBOK, PRINCE2).
Strong communication, organizational, and problem-solving skills.
