Business Analyst (Senior)

The New York State Office of Children and Family Services (OCFS) is seeking a Senior Business Analyst to provide direct support for the CONNECTIONS application, a statewide system supporting over 25,000 users. The selected candidate will collaborate with implementation specialists, regional staff, and counties to ensure data quality, meet federal performance benchmarks, and support child welfare programs across New York State. This is a full-time engagement for 24 months, with the possibility of telecommuting up to 50% (5 days every 2 weeks). Responsibilities include: Provide day-to-day CONNECTIONS user support. Guide and support Implementation Specialists. Coordinate with regional staff to develop and deliver long-term training packages. Assist in meeting federal performance benchmarks and ensuring high-quality data. Collaborate with counties to meet timely data requirements for federal reporting. Develop and review user training materials, tip sheets, and desk aids. Support requirement gathering, analysis, and change request processes. Provide operational analysis and data reporting for counties and agencies. Deliver technical assistance to users through in-person and remote support. Participate in ongoing knowledge transfer as required by OCFS. Qualifications include: 5 years of experience working in a child welfare environment supporting a child welfare information system (child protective, foster care/permanency, or preventive services). 5 years of experience providing IT support in a child welfare environment. 5 years of experience providing user training or technical assistance, including developing documentation and desk aids. 5 years of experience working on a child welfare application supporting 15,000+ users from needs assessment through support and follow-up. 5 years of experience interpreting regulations governing child welfare practices and program outcomes. Bachelor's Degree (Preferred Educational Attainment). Additional information includes: Minimal travel required (up to four times per year to Rensselaer and within the NYC region). Candidates must complete annual NYS OER-mandated training. Federal funding supports this role.
