Essential Duties and Responsibilities PURPOSE Under the Administrative direction of the City Manager. Plans, organizes and directs a variety of complex administrative, technical and professional work of the human resource functions of the City. Provides leadership to the City in designing systems and developing policies for organizational effectiveness and employee satisfaction, including benefit systems, classification structures, recruitment, employee development and training, performance management, policy administration/compliance, safety and employee relations. Performance of these job duties requires considerable independence, initiative, and discretion within established guidelines and confidentiality of City and employee information. ABILITY TO Effectively communicate with difficult community members and employees and the ability to manage and de-escalate challenging situations. Analyze, interpret, apply, and enforce applicable Federal, State, and local policies, procedures, laws, and regulations. Organize and prioritize various projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. Operate modern office equipment, including computer equipment, specialized software applications, and programs. Comprehend and use English effectively, including producing all forms of communication clearly, concisely, and understandable to intended audiences. Demonstrates ability to work as a team and be credible, flexible, and adaptable. Ability to establish and maintain effective working relationships with employees, officials and the public. KEY ACCOUNTABILITIES Implements human resources strategies by establishing department accountabilities, including staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, AA/EEO compliance, FMLA, ADA and labor relations. Manages human resources operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation; designing systems; accumulating resources; resolving problems; implementing change. Supports management by providing human resources advice, counsel, and decisions, analyzing information and applications. Record keeper of all Personnel, training, and medical files. Process and maintain workers compensation claims, reporting, and investigations Updates job knowledge by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations. Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values. Guides management and employee through potential disciplinary investigation, counseling, and actions. Adhere to purchasing policies, processes, and procedures. Guides and fosters community relations through the use of multiple media outlets. Serves as an ambassador representing the City at community events and organizes community engagement opportunities. KNOWLEDGE Must be PC proficient and able to thrive in a fast-paced setting. Strong interpersonal and customer service skills required. Must deal courteously with colleagues and community members. Strong verbal and written communication skills. Learn/Interpret and apply State and local laws and regulations pertaining to City utilities. WORK HOURS Must be willing and able to work Monday to Friday 8:00 am to 4:30 pm or as needed. MANUAL/PHYSICAL REQUIREMENTS Operates a variety of standard office equipment, including a personal computer that requires continuous and repetitive eye and arm, or hand, movement. Standing / sitting for extended periods of time. Ability to lift up to 25lbs frequently. MINIMUM REQUIREMENTS Bachelor’s degree in human resources or related field, PHR or SHRM certification Working knowledge in human resources or municipal government Sound knowledge compliance regulations regarding employment law Exceptional Interpersonal skills, a collaborative style and the ability to communicate effectively at all levels Demonstrated initiative and the ability to work effectively within time constraints Proficient in Microsoft Office and other related software REPORTS TO The Director of Human Resources reports to the City Manager. PAY Salary position. Pay based on qualifications, education and experience.
