Entitlements & Permitting | Agency Coordination | Consultant Management
A top-tier homebuilder seeks a Forward Planner to own entitlement and permitting for high-impact residential communities in Northern California. This role drives projects from vision to approvals-coordinating consultants, partnering with agencies, and keeping schedules and budgets on track.
Key Responsibilities Lead land planning and development from
entitlement through permit approvals . Manage external consultants for
improvement plans, plats, landscaping, and dry utility designs . Interface with
city, county, and regional agencies
to secure timely approvals and maintain momentum. Maintain
entitlement schedules
and monitor
development budgets . Administer
consultant agreements
and manage
invoice approvals . Support Sales with
lot exhibits, CC&Rs, disclosures , and other community documents. Partner with legal counsel on
CC&Rs, HOA documents, and disclosure packages . Serve as the liaison between
internal stakeholders
and
public agencies ; represent the company with professionalism and integrity. Qualifications
Associate degree required ; Bachelor's in Urban Planning, Civil Engineering, Construction Management, or related field
preferred . 3-5+ years
in forward planning, entitlement, or land development (production homebuilder or land developer preferred). Proven ability to
read and interpret architectural, civil, and utility plans . Proficient with
Microsoft Office
and project coordination tools. Valid driver's license
and personal vehicle. Professional presence, sound judgment, and the ability to
lead through influence .
