The DCP Gaming Division is responsible for regulating legal gambling programs in Connecticut, which is comprised of casinos, lottery, off-track betting, sports wagering, online gaming, and fantasy contests. This is accomplished through a rigorous program of game and system approvals, licensing, inspections, monitoring, audits, and investigations, which are conducted to best safeguard consumer interest and integrity of the gaming process. Position Details: Full-time, 40 hours/week Monday - Friday, 7:30 AM-4:00 PM May include work on evenings and weekends Hybrid work environment available 450 Columbus Blvd, Hartford Position Responsibilities: As part of our Gaming Division, the License and Application Analyst is responsible for the entire license process, including annual renewal and perpetual maintenance of individual gaming occupational license applicants pursuant to Connecticut General Statutes, Tribal-State Compact/Federal Procedures, and DCP Regulations. Additional responsibilities include: Assist in administration of licensure, certification, and/or permitting functions Review, evaluate, and analyze factors and incidents impacting regulatory responsibility, including applications for licensure, certification, and proper permit authority for compliance with relevant agency statutes, regulations, policies, procedures, and practices Process initial and renewal applications Respond to mail, telephone, and personal inquiries from consumers, governmental agencies, and interested parties requesting information concerning entities regulated by the department Explain regulatory laws and agency regulations to applicants, licensees, and consumers Conduct research, collect data, and analyze information relating to the application review process Provide technical assistance to clerical staff Authorize issuance of licenses, permits, and/or certifications May participate in public hearings concerning issuance, revocation, or amendment of certificates, licenses, or permits May review documents and related materials for criminal convictions and bankruptcy files Performs related duties as required

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing a full range of tasks involving the processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.
EXAMPLES OF DUTIES

KNOWLEDGE, SKILL AND ABILITY
Knowledge of relevant licensure, certification or permit functions of regulated entities; relevant regulated industry operations, practices and procedures; statistics; Skills interpersonal skills; oral and written communication skills; Ability to understand, interpret and apply laws, regulations and other written materials pertaining to entities regulated by department; research, analyze and evaluate data and prepare comprehensive written reports; utilize computer software.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience performing technical or complex clerical duties involving the review or processing of licenses, certifications or permits for a governmental regulatory agency or in a regulated industry. NOTE: For state employees this is interpreted at the level of Office Assistant.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
Experience in the administration of licensure, certification, and permitting functions pertaining to Department of Consumer Protection (DCP) regulated gaming activities in Connecticut Experience responding to inquiries from the public and licensees related to gaming operations or a regulated industry Experience interacting with outside vendors, licensing agencies, or divisions Experience or training using e-License application, system workflows, approval automation, issuance of deficiency notices, and tracking Experience reviewing background information documents such as criminal background, organizational, financial statements, tax returns, or credit report inquiries
