The Vermont Department of Corrections is seeking a qualified and experienced attorney to serve as General Counsel. This position provides legal advice and representation on a broad range of correctional issues, including litigation, policy development, and compliance with state and federal laws. The General Counsel reports directly to the Commissioner of Corrections and plays a key role in guiding the Department's legal and strategic decisions. Overview

The General Counsel reports directly to the Commissioner of Corrections and plays a key role in guiding the Department's legal and strategic decisions.
Candidates should have a strong background in public sector or corrections-related law.

Minimum Qualifications
Admission to the Vermont Bar or eligibility for admission by waiver and a minimum of 7 years of progressively responsible legal experience, including significant experience in litigation, legal advising, and policy development—preferably in a government or public safety setting.
Preferred Qualifications
Juris Doctor (J.D.) degree from an accredited law school. Demonstrated leadership and management experience, including the ability to lead a legal team, collaborate across departments, and support executive decision-making. Strong litigation background with experience handling administrative hearings, civil litigation, or constitutional law matters. Proven ability to develop, interpret, and implement policies and procedures in compliance with state and federal law. In-depth knowledge of legal issues relevant to corrections, including constitutional rights, labor and employment law, public records, and risk management. Exceptional written and oral communication skills, with the ability to provide clear and practical legal guidance to both legal and non-legal audiences. Experience advising on or helping to shape legislative or regulatory initiatives is preferred
