WHAT YOU'LL DO
Under the general direction of the Vice Chancellor, Human Resources, and the Personnel Commission, direct a variety of human resources functions including employment, recruitment, job classification/compensation for academic and classified positions, and plan and direct the human resources management program in conformance with Merit System law and the rules, regulations, and standards of the Personnel Commission; serve as secretary to the Personnel Commission.
There is currently one full-time (12 months/year, 40 hours/week) vacancy located at the District Administrative Center in Camarillo, CA.
This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, non-bilingual and bilingual, temporary and regular vacancies for the duration of the list, not to exceed one year.

The District Administrative Center, centrally located in Camarillo, oversees administrative functions, and provides leadership and services to the three colleges in support of VCCCD's mission.

SALARY PLACEMENT
Generally, salary placement is on the first step of the salary range. Advanced step placement may be granted depending on related education and experience.
Current Employees: An employee who is promoted will be placed on the salary step of the new range of the appropriate salary schedule that provides a minimum increase comparable to a one-step increase in salary.
Representative Duties
Direct the activities and operations associated with all managerial, faculty, and classified recruitment, testing, selection, and retention of employees, ensuring compliance with District policies and procedures, rules, and state and federal regulations.

Develop and administer a recruitment plan for all positions within the college system; plan and coordinate recruitment activities, including creating and scheduling ads in a variety of locations, determining sources of applicants, and ensure attendance and development of job fairs and applicant assistance programs.

Provide technical expertise and propose to the Personnel Commission procedures required for administration of the classified human resources/personnel program in conformance with the Merit System Article of the Education Code and other pertinent laws and regulations.
E
Administer Merit System procedures in relation to applications, examinations, promotions, resignations, discipline, layoff, transfer, and a variety of other matters necessary to assure compliance with Merit System provisions and commission rules and regulations; conduct investigations of Merit System operations as necessary.

Serve as secretary to the Personnel Commission; prepare agendas, attend commission meetings, present staff reports and recommendations, and direct the preparation and maintenance of official records and minutes; and prepare, recommend, and administer the annual budget for commission approval.

Assist the Personnel Commission in prescribing and amending rules; recommend rule changes to the Personnel Commission as necessary to assure the efficiency of the classified service and the selection and retention of employees on the basis of merit and fitness; and notify classified exclusive representative of proposed changes or additions in Personnel Commission rules and respond to the concerns and/or demands to bargain the impacts thereof.

Develop and supervise the maintenance of on-line/paper applicant records and files and related computerized databases and spreadsheets; track and prepare related reports as necessary.

Direct the maintenance of the on-line requisition and applicant processing system; ensure accessibility and accuracy of postings; approve and deactivate users accounts as necessary; review and approve position requisitions for postings internally and on the web; and serve as liaison with provider to ensure accuracy and currency of forms, links etc.

Oversee and coordinate classification and compensation functions; administer classification and organization studies for new and existing positions of all levels within the classified and academic systems; ensure accurate and current classification specifications; recommend changes to classification plan and to the allocation of positions; direct the development and maintenance of classification specifications; recommend new classes and the reclassification of existing classes; present recommendations to the Personnel Commission and/or governing board; and chair related committees.

Oversee and coordinate the development of appropriate and valid examinations and screening processes for employment including screening criteria, written and oral questions, and performance and skills testing.

Approve screening panel members and criteria regarding examination/screening/interview procedures and rating criteria; review examination/interview results; counsel applicants regarding results; and analyze and respond to examination/interview appeals.

Recommend whether the Personnel Commission or a hearing officer should conduct hearing; make necessary arrangements, to include subpoena of witnesses and production of records.

Attend meetings of the Board of Trustees and committees as the official representative of the Personnel Commission.

Coordinate and compile a variety of reports required for state and local use; conduct and respond to salary surveys and requests for information.

Meet and consult with employees, supervisors, administrators, and outside agencies regarding related human resources policies, procedures, laws, codes, rules, regulations, and the administration of related classified and academic human resources programs.

Prepare formal notices

Minimum Qualifications
A bachelor's degree in public administration, business administration, human resources administration, psychology, industrial relations, or a closely related field AND four years of professional-level experience in the area of human resources operations in the public sector including recruitment, selection, and job classification / compensation AND two years of experience leading/supervising a human resources function in the public sector.

Location: The Technical Interview will likely be conducted remotely, using Zoom. To participate, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.
The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

Eligibility List
Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview.
Probationary Period
All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.

Location: The Technical Interview will likely be conducted remotely, using Zoom. To participate, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.
The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.
Submission Of Application
Applicants must meet the minimum qualifications as stated, including the possession of licenses, certifications, or other requirements, by the filing deadline in order to move forward in the recruitment process. You must attach copies of any documents that demonstrate your attainment of the minimum qualifications (e.g., unofficial transcripts, foreign transcript evaluation, copies of any required licenses, and/or certifications). Failure to submit any required documents may result in disqualification. All required documentation must be attached to your application; Human Resources staff will not upload your documents for you. The VCCCD does not accept letters of recommendation for classified positions. Please do not attempt to attach letters of recommendation to your application.

When completing the application, please make sure you include ALL current and previous employment in the Work Experience section of the application and complete ALL fields, including the name and contact information for your supervisors. Duration of work experience is calculated based off a standard 40-hour full-time work week. Part-time work experience will be prorated based on a 40-hour full-time work week. Experience that is included in the resume but not in the Work Experience section of the application may not be considered for the purpose of determining whether you meet the minimum qualifications. When completing the supplemental questionnaire (if applicable), outline in detail your education, training (such as classes, seminars, workshops), and experience.
Eligibility List
Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview.
Probationary Period
All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
Accommodations
Individuals with disabilities requiring reasonable accommodation in the selection process must inform the Ventura County Community College District Human Resources Department in writing no later than the filing date stated on the announcement. Degree Information
If a degree/coursework is used to meet minimum qualifications, an official copy of your transcripts will be required upon hire. If you have a foreign degree and the institution from which your degree was granted is not recognized as accredited by the Council for Higher Education Accreditation (CHEA) or the U.S. Department of Education, foreign transcript evaluation is required if the foreign degree/coursework is used to meet minimum qualifications. The foreign transcript evaluation must be included with your application materials. Visit the Council for Higher Education Accreditation (CHEA) or the U.S. Department of Education to search for institutions that are recognized as accredited. If applicable, an official copy of your foreign transcript evaluation will also be required upon hire.
