Job Description BryceTech is seeking a Senior Planner to support the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) Planning and Exercise Division (PED). The role involves developing deliberate and crisis action plans, plan validation and exercises, training and professional development, data and geospatial analytics, and providing technical assistance. The Senior Planner will contribute to national preparedness by developing, coordinating, and refining plans and exercises that enhance the nation's response and recovery capabilities for emergencies and disasters. KEY RESPONSIBILITIES Lead development and refinement of operational and contingency plans supporting FEMA’s mission and the National Response Framework. Facilitate strategic and operational planning with federal, state, local, tribal, and territorial partners. Design and implement exercises (tabletop, functional, full-scale) to assess readiness and promote continuous improvement. Conduct risk, capability, and gap analyses to inform planning priorities. Prepare briefings, white papers, after-action reports (AARs), and strategic communications. Support planning integration across mitigation, response, and recovery mission areas. Provide expertise on FEMA doctrine, emergency management principles, and interagency coordination. Contribute to lessons learned and best practices repositories. Qualifications Emergency management experience with knowledge of ICS and NIMS; recognized training or instructional design experience in business, urban, military, or emergency management operations or planning. Applied regional knowledge and expertise relevant to the planning or exercise initiative. At least 10 years of emergency management experience, including five years in supervisory roles; experience in disaster response, recovery planning, Six-Step Planning Process, military or formal planning systems, and multidisciplinary team coordination. Active DoD Secret Clearance or higher. Additional Information Employment is contingent upon contract award.
