About the Position and Department The Business Systems Analyst may be appointed at either level depending upon qualifications and experience. This position is in the Administrative Services Department, reports directly to the Information Technology Manager, and performs a wide variety of responsible duties in the acquisition, installation, maintenance, integration, and support of applications to enhance the efficiency and effectiveness of District operations and public service delivery. The role also serves as project lead for documenting existing and proposed software/hardware and procedures, and performs special projects requiring independent research, analysis, and reporting. The Administrative Services Department manages Geographical Information Systems, Human Resources, Information Technology, Safety and Security, and Purchasing and Facilities, with a staff of approximately 24 employees. The role includes: Serving as project leader for acquiring, implementing, maintaining, and integrating software applications or system enhancements; setting project priorities, tasks, and timelines; coordinating project completion to meet expectations; monitoring progress using project management tools; and resolving implementation issues with customers. Implementing the IT and District Strategic Plan related to information systems and establishing priorities for system technology initiatives to align with the District's strategic direction. Negotiating contracts and agreements with vendors and business partners to support District initiatives. Working with customers and IT staff to define project scope, analyze solutions, develop requirements, and assist in making process changes. Translating user requirements into system specifications, evaluating vendor software, and assisting in vendor selection. Defining data requirements, developing data models, and establishing security protocols. Training customers on applications and vendor software, including preparing training materials. Both levels require a Bachelor's Degree in Computer Science, Information Systems, or a closely related field. Business Systems Analyst I: Two years of journey-level experience in enterprise software implementation, documentation, maintenance, and integration, including project management, account management, training, and business process analysis.
