Job Description: IT Manager

Education and Experience:
Bachelor's Degree or higher in Information Systems, Computer Science, Business Administration, Engineering or related field, plus five (5) years of progressively responsible experience in project management of large-scale systems or services within an IT environment; including three (3) years in a management or supervisory capacity.
Licenses and Certificates:
Texas Class "C" Driver's License or equivalent issued by another state.
Special Requirements:
Applicants for positions assigned to the Department of Information Technology Services must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months from hire and maintain CJIS eligibility. CJIS requirements are related to system access. Convictions such as Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, and open arrest warrants for any criminal offense will disqualify applicants.
Job Responsibilities:
Provide strategic guidance and manage the activities and operations of the City of El Paso’s IT functions to support current and future systems.
Oversee design, development, implementation, and maintenance of centralized IT systems, analyzing and optimizing system utilization.
Work with organizational leadership to establish and streamline business objectives, and coordinate activities citywide and with outside agencies.
Determine technology needs, administer policies, and review current systems to develop strategies supporting citywide goals.
Collaborate with management and third-party vendors to establish business objectives, negotiate contracts, and implement modern IT solutions.
Supervise staff, including scheduling, performance appraisal, training, and personnel management.
